Comprehensive surveillance and access control service in port facilities dependent on the EPE Portos de Galicia subject to the application of the International Code for the Protection of

The purpose of this file is to contract the comprehensive surveillance and access control service at port facilities that, dependent on the Public Business Entity Portos de Galicia, are subject to the application of the International Code for the Protection of Ships and Facilities Ports in the face of the threat of deliberate illicit events or acts that affect maritime security, along with the supply and maintenance of the equipment necessary to carry out this task, according to the benefits included in the Specific Technical Prescriptions (hereinafter, PPTP), in accordance with the provisions of article 116 of Law 9/2017, of November 8, on Public Sector Contracts (hereinafter, LCSP).

This contract responds to the needs included in the port facility protection plans, drawn up and approved according to the applicable regulations:

- International Code for the Protection of Ships and Port Facilities (ISPS Code) of the International Maritime Organization,

- Regulation (CE) 725/2004, of March 31, 2004, regarding the protection of ships and port facilities,

- Directive 2005/65 / EC of the European Parliament and of the Council, of 26.10.2005, on improving port security, incorporated into the Spanish legal system by Royal Decree 1617/2007, of December 7, for which measures are established to improve the protection of ports and maritime transport.

As well as in the complementary legislation and its development. Currently, among the ports managed by the EPE Portos de Galicia, there are eight ports that have facilities subject to the application of the aforementioned regulations: Ribadeo, Burela, Celeiro, Cariño, Laxe, Brens-Cee, A Pobra do Caramiñal and Ribeira .

Description of the work: the actions to be carried out are described in section 5 of the Contract Characteristics Chart (CCC) that is attached to the PCAP, as well as in the PPT, and are summarized in the following:

- general surveillance and face-to-face control at entrances,

- supply and installation of security elements, equipment and systems,

- security systems management platform,

- maintenance of equipment and systems,

- alarm verification service.
