The community of Neuenhagen near Berlin is planning the turnkey new construction of a primary school campus, consisting of a three-class primary school with after-school care center, a three-field sports hall with sports facilities and the associated outdoor facilities. The scope of services includes planning, construction, bridging financing as well as the provision of control and maintenance services within the extended warranty periods as part of an overall award to a general contractor or general contractor.

Planning and construction of a three-class elementary school (NUF approx. 3 700 m 2 ), a three-field sports hall (NUF approx. 1,700 m 2 ) including grandstand, a sports field (type C competition facility) and the extensive outdoor facilities. The school is to offer space for 504 students in the future. In addition to general teaching areas, specialist rooms as well as areas for all-day use (day-care center, cafeteria) and administration rooms are to be provided. When planning and evaluating the offers, the urban planning concept is particularly important. The new building is to be erected as part of a general contract or as part of a total contractor model without final financing. The contractor must provide all necessary planning and construction services for the turnkey construction of the building and the sports field as well as the production of all outdoor facilities on the basis of a functional description of the construction work with a room program. As a matter of principle, the contractor must carry out all coordination with the responsible authorities on the necessary permits. The scope of services also includes maintenance within the extended warranty period including the adjustment of the technical systems. A soil report with foundation recommendations is part of the tender documents. In addition to the award, qualitative award criteria for architecture and town planning, organization and functionality as well as sustainability and consequential costs will be the subject of the evaluation. The evaluation matrix is provided with the applicant information. The remuneration for the planning and construction services takes place - in deviation from the VOB / B - at the contractually agreed times after completion of the shell and after successful acceptance in the form of installments. The financing services include any necessary interim construction financing at the risk of the contractor. The flat-rate maintenance and adjustment fees are paid separately. The municipality of Neuenhagen near Berlin is the client and contractual partner for all services. The award procedure is carried out as a negotiated procedure following a Europe-wide participation competition. For the application in the participation competition, evidence and declarations from a construction company, a draftsman (architecture office) and a landscape architecture office are expected, who, after successful prequalification, work out an offer together and, if an order is placed, provide the services together. In addition, a financial institution's declaration of readiness for financing is required for any necessary interim construction financing.
