The contract consists in the realization of an aerial thermography on the entire territory of the province of Walloon Brabant. The entire provincial territory is concerned by the overflight and collection of infrared data but the processing of data and the organization of a restitution event (1 day per municipality) to citizens concerns only the following partner municipalities: Beauvechain, Braine-l'Alleud, Braine-le-Château, Chastre, Court-Saint-Étienne, Genappe, Grez-Doiceau, Incourt, Ittre, Jodoigne, la Hulpe, Lasne, Nivelles, Orp-Jauche, Ottignies-Louvain-la-Neuve, Perwez, Ramillies, Rixensart, Tubize, Villers-la-Ville, Waterloo, Wavre.
The overview will take place in the winter of 2022-2023 and the events to return the results to citizens will be organized in the fall of 2023. The period is specified in section II.6.
For the reasons given above, this contract comprises only one lot.
The contract concerns the development of an aerial thermography campaign on the territory of several municipalities in the province of Walloon Brabant. This campaign should be used to promote information and communication at the energy level to the population.
• The aerial thermography campaign will have a resolution of 40 cm to 50 cm.
• The service provider will provide the flight plan of the municipalities as well as the number of flight missions required.

The work will include:
▪ Thermal acquisition (resolution: 40 cm to 50 cm)
Technical preparation for the realization of the campaign including applications for authorization, travel and the start-up meeting. The RSA pre flight work, the realization of the shooting campaign including contacts with the aeronautical authorities.
▪ Thermal interpretation (including the development of an interpretation key)
Interpretation and heat mapping, integrating data correction and harmonization.
▪ The supply of the following products:
1. Raw data (unprocessed images)
2. A complete mosaic (processed images)
3. Detailed mapping (processed images)
4. An averaged map (6 levels of loss)
5. A3 atlases for each partner municipality (All the elements in pdf format) and the atlas assembly plan with numbering of each page
6. A report of the technical study
7. Follow-up of the campaign (meetings and presentation of results)
