Oslo municipality, c/o the Agency for Urban Environment, henceforth referred to as the contracting authority, invites tenderers to an open tender contest for Contract 102-BYM-2022 - Framework agreement for the delivery of spring, summer and autumn flowers to Oslo municipality.
The contracting authority is responsible for a broad spectrum of assignments that are of significance for the town's sustainable development. The agency is responsible for the management and operation of Oslo's forest, land and outdoor recreation areas, the islands and the coastal zone, central parks and larger recreational areas, including walking paths, foot and bicycle paths, public driveways, and sports facilities and bathing areas in Oslo.
The contracting authority manages the central parks in Oslo, such as Frognerparken, St.Hanshaugen and Studenterlunden parks. The contracting authority is responsible for care and operation of these parks. We therefore need to procure spring, summer and autumn flowers. The contracting authority has an annual need for approx. 276.000 different types of spring, summer and autumn flowers. See annex 3, the Price sheet for examples of flowers that may be purchased. We emphasise that the varieties described in Appendix 3 the Price sheet, shall only in this context be used for pricing in the contest to indicate the quantities and complexity of our demand. The price sheet shall not be considered an actual order for spring, summer and autumn flowers. The final order will be presented when the agreement has been signed. However, it may be similar to the list in the price form. Annexes 4a and 4b show the actual order for 2022 and examples of the distribution of plants in flowerbeds/plants located in large parts of Oslo. This is to highlight the required logistics.
The contracting authority estimates that flowers for up to NOK 32 million could be purchased over a four-year agreement period. Oslo municipality designs the flowerbeds every year which means that the number and varieties will change from year to year.
