As part of the project for the construction of a national hockey stadium and the redevelopment of the Zwartebeek sports arena located in Uccle and belonging to the Municipality, the various partners that are the Belgian Hockey Federation, the Municipality of Uccle, the Brussels-Capital Region and the Federal State (via Beliris) are seeking to enlist the services of a Project Manager able to manage this entire project. In particular, it will be a matter of ensuring that the latter integrates in a coherent, harmonious and useful way in the neighborhood.
This Project Manager will be placed under the authority of a Steering Committee comprising representatives of the Municipality of Uccle, the Federation, the Brussels Region and the Federal State (and subsequently of a new legal structure in the process of being set up). Its main mission will be to define the stakes and the programming of the project and of each of the sub-projects it contains, then to ensure coordination in its implementation by the various partners (Beliris, municipal and regional administrations, Federation,...) and the other actors concerned (municipality of Forest, municipality of Drogenbos etc)
He/She will ensure the financial balance of the project, ensuring that budgets are not exceeded and that additional funding is sought. In addition, he/she will ensure that the deadlines set for each phase are respected and that the different phases are properly synchronized, ensuring that their implementation is optimized.
He/she will be in charge, if necessary with the support of a specialized lawyer, of settling the various legal aspects of the file (compliance with urban planning legislation, determination of relations between partners as soon as the sports infrastructure is operational, etc.).
He/She will also ensure consultation with all the stakeholders of the project (local residents, sports and economic actors located on the Zwartebeek plateau) and will implement a communication plan aimed at publicizing and enhancing the final project.
The workload of the project manager is likely to vary quite considerably over time. It can represent more or less half-days of work depending on the week. It is also possible that at certain stages of the project, some weeks pass without any service having to be performed. Bidders must take this hazard into account.
