The aim of the procurement is to enter into a framework agreement with an electricity provider for the procurement of electricity for hedging for the contracting authority's net loss, plus electricity for delivery to customers with delivery obligations.

The framework agreement will also include obligatory procurements of electricity certificates based on volume delivery obligations. The tenderer will also have the role of balance manager on behalf of the contracting authority, and will be responsible for prognosticating, reporting, and trading electricity requirements to nord Pool. Electricity is traded by the energy provider on Nord Pool, day-ahead rates for area NO2 (spot price).
