Development agency for residential and commercial development Area development of the "Schleifweg/Kaserne Nord" construction area, development of the future construction area including land reorganization

The subject of the award procedure is the transfer of services from a developer whose task it is to develop, relocate and develop the construction area "Schleifweg/Kaserne Nord" in terms of urban land use planning in accordance with § 11 BauGB in accordance with § 11 BauGB. With the involvement of the developer, a legal apportionment procedure will be carried out, which will serve as a cover for the consensual land order to be prepared by the developer developer. A reallocation decision will be taken by the city of Ettlingen in due course. The developer builds the development facilities, hands them over to the city and refinances itself through the owners in the development area.

The city of Ettlingen intends to develop an area of approx. 7 hectares on the one hand as a residential area with a single-family house development (sub-area I: day-care centre and residential east), and on the other hand as a more dense development with buildings for multi-storey residential construction and non-disturbing commercial use (sub-area II: commercial and residential west).

The planning area borders Karlsruher Straße to the west and Ludwig-Erhard-Straße to the south and is located east of the Neuwiesenreben district. Based on the framework plan adopted by the municipal council, approx. 400 residential units are to be built and utilised space for non-disruptive high-quality commercial space is to be developed along Karlsruher Straße. A total of around 43,000 m² of gross floor area is planned for residential and approx. 17,000 m² of gross floor area for commercial use.

In addition to the city of Ettlingen, there are a total of 11 property owners/communities (as of Jan. 2022). Approximately 54,000 m² of land (including the existing traffic and green areas) within the future development plan area are owned by the city of Ettlingen.

For this purpose, the developer makes use of the services of the Karlsruhe District Office - Office for Surveying, Geoinformation and Land Reorganization. These services are to be called up and controlled by the developer in accordance with its requirements for the preparation of the desired consensual property regulations.

The engineering services for the preparation of the development plan are to be carried out by 2 urban planning offices separately – in stages – according to subsection 1 and subsection 2. All necessary engineering and other services are to be commissioned by the developer in coordination with the city of Ettlingen.

In this context, the main object of the services provided by the developer is the so-called project preparation - clarification of the willingness of the owners to cooperate -, project management with regard to land regulation and the implementation of the development with regard to pipeline systems, road development and, optionally, heat supply systems, insofar as these are located in the public road space. In addition, there is the coordination as well as the coordination of all measures for the implementation of a survey and demarcation.

In addition, the developer controls the urban planning office entrusted with urban land use planning and carries out all measures for the legally compliant implementation of urban land use planning, i.e. also the intervention and compensation programme for the interventions in the natural balance triggered by the permitted development, the measures of species protection.

The implementation of the development also includes the proper disposal of rainwater. It is also the task of the developer to deal with any contaminated sites and harmful soil changes in the planning area, to dispose of them if necessary or to carry out the necessary investigations for explosive ordnance and their possible removal.

In cooperation with the pipeline carriers for gas, electricity and telecommunications, the developer must carry out the laying of water and sewage pipelines in the planning area, including any advance stretching into the building plots.
