The district council has decided that the district office for the district of Blankenburg of Pankow should prepare a holistic development of the district of Blankenburg, oriented towards public and urban planning concerns. In order to ensure orderly urban development in the future, a framework plan procedure is being carried out for essential parts of the Blankenburg district.
On this occasion, planning services for the implementation of a framework plan procedure as well as the process support and moderation of a workshop series for public participation are to be awarded to a suitable planning office or bidding consortium (AN).
Planning services for the implementation of a framework plan procedure as well as the process support and moderation of a workshop series for public participation are to be awarded.
Essentially, the following services are awarded:
• Analysis of the planning framework conditions in the area under consideration
• Summary and evaluation of the analysis in a SWOT analysis
• Preparation of a framework plan and a mission statement development (M 1:5,000)
• Implementation strategy, projects and (key) measures
• In-depth investigations
• Preparation, implementation and follow-up of the accompanying citizen participation
• Control & maintenance of the online presence of my Berlin.de as well as the homepage of the district office of Pankow
The observation area of the Blankenburg framework plan in Berlin Pankow extends northwest and northeast along the railway lines and contains the southern quadrant of the Karower Kreuz. To the south, the area borders on the Schmöckpfuhlgraben, the eastern boundary runs along Heinersdorfer Straße, the Blankenburger Pflasterweg and the district boundary to the railway tracks and thus encloses a total area of approx. 3.57 km2.
In order to bring development requests for housing potential areas as well as transport, social and green infrastructure requirements into a meaningful overall framework, the Blankenburg framework planning is intended to capture both the urban development potentials and grievances as well as the need for action in the area under consideration.
In addition, the character of the urban structure typical of the townscape is to be recorded and a benchmark for future developments is to be derived from this. For the development of potential areas, proof must be provided for the adaptation of the social, transport and technical infrastructure to this compatibility. The urban redesign of the potential areas is to be discussed with concrete and parcel-specific proposals.
When drawing up the framework plan, the current developments of the adjacent project developments of the Senate Departments for Urban Development, Building and Housing Blankenburger Süd and Karow Süd must be taken into account and integrated.
In the area under consideration of the Blankenburg framework planning, the development intentions of the feasibility study for the development of the Treseburger Straße industrial estate and the current developments of the Karower Kreuz tower station prepared by the economic development agency of the Pankow district must also be taken into account in the framework planning.
In the development of the area, it is important not only to meet the social and economic demands, but also to act in a resource-saving, environmentally friendly manner and with special consideration of ecological aspects.
