The purpose of this consultation is to award a contract for the operation of the boiler room, the heating network and the 58 substations.
The heating network of the Cité de l'Ill is owned by Habitation moderne. The heat is produced by a centralized boiler room mixed biomass (forest chip) and gas. The distribution of heat is done via a heating network to 59 substations, 58 of which are part of the heritage of Modern Housing.
The purpose of this contract is the operation of the production and distribution facilities of the heating network of the Cité de l'Ill – Strasbourg.
This contract is a flat-rate global contract with obligation of results throughout the duration of the said contract. It includes, among other things:
- The supply of biomass and gas energy for heat production
- The transport and distribution of heat to the SUBSCRIBERS of the heating network,
- Driving, monitoring, troubleshooting and maintenance of facilities
- Maintenance and major maintenance renewal of facilities
In this context, the OPERATOR's mission will be to ensure the supply of heat to the SUBSCRIBERS in compliance with the principle of continuity of service and, to this end, it must in particular:
- Use, for the performance of the service, the goods and operating equipment necessary for the operation of the service, belonging to Habitation moderne and which will be handed over to it;
- Obtain all administrative authorizations necessary for the operation of works and equipment;
- Renew and maintain all works and equipment intended for the operation of the service;
- Design and carry out the works, structures and equipment necessary for renewal or modernization;
- Supply and distribute heat for the production of heating and domestic hot water in substations;
- Collect the revenue due from the SUBSCRIBERS.
It will be up to the OPERATOR, during the performance of the services, to provide for each objective, the evidence demonstrating that the objective is achieved.
The OPERATOR may not, under any circumstances, modify the installations without first notifying Habitation moderne. The OPERATOR has an obligation to advise Habitation moderne, in particular by informing it of any malfunctions encountered on the installations.
The OPERATOR must ensure, under the technical contractual conditions defined below:
- The fuel supply of the centralized boiler room
- The supply of utilities necessary for the operation of the centralized boiler room
- Operation and maintenance of the centralized boiler room
- Operation and maintenance of the primary heating network
- Operation and maintenance of substations at the foot of the building
For buildings integrated into the heritage of Modern Habitation, the OPERATOR must, in addition to the elements mentioned above, ensure, under the following contractual technical conditions:
- The operation and maintenance of secondary installations present in substations
- Operation and maintenance of domestic hot water production
- Operation and maintenance of heating and DHW distribution networks according to the limits set by the CCTP
- Space heating and maintaining comfort conditions during each heating period
