The subject of the present award procedure is the awarding of project management services in accordance with § 2 of the AHO series number 9 (as of 2014) in areas of action A (organization, information, coordination and documentation), B (qualities and quantities), C (costs and financing ), D (deadlines, capacities and logistics) and E (contracts and insurance).
The following services should be awarded: Project levels 1 to 5 according to §2 AHO Series Number 9, almost all basic services, as well as optionally selected special services (see also section II.2.11. "Options").
A lot allocation is not intended. The award is gradual (see section II.2.11) without any legal right to commission all levels of service.
In the immediate vicinity of the Cologne Cathedral (UNESCO World Heritage Site), a new building complex consisting of a new curia house of the Hohen Domkirche zu Köln, the new Kölnisches Stadtmuseum (KSM) and a new study building for the Roman-Germanic Museum (with connection to the existing listed museum building) ) planned.
To find a design that meets the high urban planning, architectural and functional requirements, a competition was held under the title "Historical Center of Cologne".
The tendering procedure is to find a joint service provider for the project management services of the city of Cologne (Kölnisches Stadtmuseum and Studiengebäude for the Roman-Germanic Museum) and the Hohen Domkirche (Curia building). The assignment is separated by the Hohe Domkirche and the city of Cologne; It is planned to merge the two owners in a builders' community.
Orders of magnitude:
1) Gross floor area GFA: approx. 19,380 square meters (Kölnisches Stadtmuseum and Studiengebäude RGM 15 410 square meters / Kurienhaus 3 970 square meters);
2) Estimated construction costs (cost group 200-600) gross: around 81.3 million EUR gross (Kölnisches Stadtmuseum and RGM study building: 64.7 million EUR / Kurhaus: 16.6 million EUR).
If necessary, the implementation of the measures should be carried out with a general contractor (tender on the basis of service phase 5), which may result in a changed performance picture for the project management.
The commissioning of an office that is economically intertwined with the planners is not permitted.
