Feasibility study of the IAS federal portal

The object of the contract is the preparation of a feasibility study for the development of an IAS federal portal to implement the reporting obligations vis-à-vis the EU Commission on the introduction and spread of invasive alien species. The result of the study will be a detailed technical solution proposal (rough technical concept) for the IAS federal portal, including a cost estimate for its implementation.

Background:

The European Parliament and the Council of the European Union have adopted Regulation (EU) No 1143/2014 on the prevention and management of the introduction and spread of invasive alien species. As part of this regulation, member countries must provide information for citizens, send reports and notifications to the EU Commission, contact other EU countries, and grant or reject authorisations for holding.

In Germany, the BfN is entrusted with enforcement tasks when implementing this ordinance and, in particular, with the continuous merging of all necessary specialist data. The BfN therefore intends to develop a Germany-wide portal in the future that has the necessary functionalities. IAS stands here for Invasive Alien Species. In summary, the IAS federal portal has the following tasks:

- Establishment of an application to support administrative action on the basis of continuous data enrichment,

- Automated creation of the regular EU report from the aggregated database of recorded specialist and assigned geodata,

- Information to the public via a website based on recorded technical and assigned geodata.

Target:

The proposed technical solution provides an overview of how the Federal IAS portal will be set up technologically and functionally, which IT components of the BfN can be reused and how, which must be adapted for implementation and which components must be developed and how new. Since the BfN intends to operate the IAS federal portal itself later on, as many of the existing systems and known technologies as possible should be used to keep the effort as low as possible.

The proposed technical solution comprises the three components of the IAS federal portal

- IAS portal website,

- IAS portal application and

- IAS portal reporting

with its internal and external interfaces, data flows and workflows.

An important part of the technical solution concept is to show a possible process for preparing a regular EU report based on the technical and geodata stored in the IAS federal portal.
