The PPP project includes: the commercial development (at the private risk of a project developer) and the realization (design and construction) of a number of private residential entities, supplemented with other private functions such as reca and/or services.
The aforementioned functions are fully realized on project grounds that are currently owned by either the municipality of Kinrooi, the church factory or private owners. Both the church factory and the private owners agree in principle to achieve one integrated project development within the project zone in this way. In addition, in the context of this Assignment, agreements can also be made regarding the repurposing of the church that is also owned by the church factory. However, this last part is not an obligation.
The strategic project site is located on the Melkerijstraat and Grote Kerkstraat in the center of Kinrooi.
The cooperation agreement will therefore stipulate:
- either that the property developer first purchases the land directly from the municipality or the private owner (as the case may be) to offer them to the private housing market together with the stalls afterwards;
- either sells the project grounds together with the buildings to be realized to individual buyers, whereby the stalls are paid to the project developer and the project grounds are paid to the municipality or the private owner (as the case may be). In this last hypothesis, the project developer will be able to enjoy a temporary right of storage on the project grounds during the construction phase.
The above includes the design and realization of a public outdoor infrastructure as well as the private environmental construction of the private residential entities to be realized.
