Royal Decree 486/1997, of 14 April, which establishes the minimum safety and health requirements in workplaces, provides that: "Workplaces, including service premises and their respective equipment and facilities, shall be cleaned periodically and whenever necessary to keep them at all times in adequate hygienic conditions". In order to guarantee the basic functioning of the services, the legal mandate mentioned in the previous paragraph imposes on LABORA the obligation to maintain in optimal conditions of hygiene and cleanliness the buildings of the Training Centers and other facilities dependent on the General Directorate of Employment and Training of the provinces of Alicante, Castellón and Valencia, as they are premises to which a large number of public employees go daily for the development of their functions, citizens to carry out all kinds of procedures, and students who receive training courses. LABORA does not currently have its own qualified personnel to perform these tasks nor is it convenient for the Administration to modify its personnel structure, so it is necessary to meet this need through an administrative service contract.
