The construction and real estate company NRW (BLB NRW) intends to tender the services of technical facility management (TFM) in the Düsseldorf branch (NL) for correctional facilities (JVAen) (see also procedure description file).
The service provider is to be given overall responsibility for the BLB NRW properties advertised, with the services of property management, operational management, maintenance/expert examinations (SK tests) /inspections and repairs up to EUR 10,000 net, as well as emergency and accident elimination.
Exception: In the Wuppertal-Vohwinkel prison/WE 1387 in lot 1, only partial property management and operational management are to be taken over due to renovation work.
Maintenance/SK tests/inspections and repairs as well as emergency and accident elimination are not part of the service provision for WE 1387 in lot 1.
There are high demands on reporting, transparency of performance and cost tracking, quality assurance and availability as a property crew.
According to Section 10 of the Security Review Act (SÜG) NRW, extended security checks with security assessments are required for TFM service provider employees who are constantly working on site before the start of the contract.
Note Appendix 13.1 to the contract.
A period of 6 months is foreseen for the security review between the award and the start of the contract.
