Framework agreement Consulting services for energy-efficient and ecological renovation and construction

The state of Berlin is pursuing ambitious climate policy goals. Berlin is to become climate-neutral by 2045. A comprehensive energy-efficient refurbishment of the public building stock is intended to make a significant contribution to this. This also applies to the buildings of the Special Fund for Real Estate of the State of Berlin (SILB) and the Special Fund for Services of General Interest and Existing Properties of the State of Berlin (SODA) under the responsibility of BIM. In order to achieve the climate targets, a significant reduction in energy consumption and the associated CO2 emissions is required in the so-called field of action buildings. Likewise, the expansion of renewable energies and energy source conversions must be strongly promoted in order to generate and supply energy to buildings in the most climate-neutral way possible

Services as an energy consultant and as an energy efficiency expert for promotional measures

The task of the energy consultant is to provide energy advice to the client as well as to provide energy advice and support for services in service phases 1-8 of the HOAI, which are provided by the object planner. The services of the energy consultant are to be provided on the basis of DIN V 18599. The energy consultant should also provide services for subsidy advice and, if necessary, technical or topic-specific preparatory work for the funding projects, so that the energy consultant must also be listed as a so-called energy efficiency expert (EEE) in the expert list for federal funding programmes at the German Energy Agency (dena).

The properties are located throughout the Berlin city area and the Berlin ring road and relate to various portfolios (e.g. Schools, Police, Culture, Prison, Court, Refugee Accommodation, Fire Brigade, General Inventory). The scope of services is about 50 buildings per year in connection with services for energy consulting or as an energy efficiency expert. In the period of the maximum possible contract period, this results in a scope of services of around 200 buildings. The security surcharge is 10%. Thus, with the total term of 4 years, the total demand can increase from 200 buildings to 220 buildings. The retrieval of the services takes place on an individual retrieval (EA).

a) Individual retrieval

For about 50 buildings/year, services as energy consultants and energy efficiency experts are commissioned with EA for subsidy measures. An EA refers to a property/WE. A retrieval can affect 1 or more buildings. A maximum of 6 buildings per property/WE per EA is possible. Before each call-off, the property-specific. The client reserves the right to commission further phases as well as the optional services (level 2). Services as an expert for energy-efficient building planning

Services for ecological consulting for renovation projects and new buildings

For the preparation of an environmentally friendly plan, the ecological assessment of the buildings to be renovated is necessary. For this purpose, the client involves a consultant who prepares a life cycle assessment and a life cycle cost analysis for the building materials to be used in accordance with the BNB (Evaluation System for Sustainable Building) certification system. The consultant accompanies the project, prepares and evaluates both the life cycle assessment, the Cradle to Cradle standards according to the guidelines of the NGO C2C (c2c-bau.org) in the planning process as well as the life cycle cost analysis on a regular basis on the basis of the respective project status.
