1) Information on the construction project:

- General description

On the federally owned property Stresemannstrasse / Erna-Berger-Strasse / Niederkirchnerstrasse in the Mitte district of Berlin, a new extension building including the outdoor facilities is to be planned for the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), which will also serve as a federal flagship project for sustainable building should.

The agency responsible for the measure is the Federal Real Estate Agency (BImA). The goal is to compact the property so that maximum utilization can be achieved.

The BImA is aiming for future uniform management of the entire property.

The extension should act as an exemplary federal project for sustainable construction. For this reason, the quality level gold of the Federal Assessment System for Sustainable Building (BNB) can be achieved for the building. A minimum level of silver (BNB) is striven for for the new outdoor facilities. As far as the location of the building plot allows, the aim should be to reduce the building's energy requirements as much as possible and to generate as much energy as possible on site.

The comfort conditions to be created in the building should be achieved naturally. This means that robust, low-maintenance, structural solutions are preferable to technical solutions. Technical solutions should only be used if this is not possible (low-tech approach). Particular attention should be paid to reducing the operating and usage costs of the property.

With regard to the planning goals of sustainability and the implementation of the low-tech strategy, close and cooperative cooperation is sought. This planning approach corresponds to the recommendation of the "Reform Commission for the Construction of Large Projects" for cooperation in partnership, on which the Federal Chamber of Architects has also agreed.

For the architecture and landscape planning services, an interdisciplinary, non-open realization competition is carried out after a previous participation competition.

In parallel to the ongoing competition, the other major planning offices are involved - predominantly as a European award procedure in accordance with the VgV.

The goal is a joint start of the revision of the draft competition intended for commissioning by the main planning offices, probably from mid 2020.

In order to optimize planning, the “Building Information Modeling” as 3D BIM should be used for the BMU extension building project in the early planning phases 2, 3 and 5 in accordance with HOAI.

The planning services are with a BIM-capable CAD system and in the data exchange format Industry Foundation Classes (IFC) acc. DIN EN ISO 16739.

The task of this award procedure is to find a suitable TA office for the TA area, system group 5, telecommunications and information technology systems in accordance with Section 53 HOAI.

A gradual award of the services is planned. However, there is no legal claim to the transfer of all services.
