For the development and execution of the Project, the Contracting Authority starts from a construction team/engineer & Build. The current vision of the project is as follows:

- The consultant to be selected draws up a Preliminary Design, Final Design including technical description (DO+).

- A construction team contractor is involved in the course of the secondary education phase. Which as a full participant gets a role in the design process. This involves early implementation expertise and offers the contractor in question room for input into work preparation and execution planning.

- With completion of the DO+, the construction team contractor issues a final Registration for the further elaboration and realization of the DO, based on an agreement based on the UAV-gc 2005.

The design and construction assignment includes Phase 1 of the Sportpad Master Plan excluding the infrastructure. This concerns the demolition new construction of multifunctional sports facility De Tweesprong (partly) and realization of KC Noord in symbiosis with De Tweesprong.

KC Noord will consist of a merger of three existing primary schools that enter into a close cooperation with childcare. The KC offers children from 0 to 13 years of age a continuous learning trajectory and a broad development (early and preschool education, education, sports and culture).

- Education: 4,940 m² GFA (normative space requirement when prognosis of 940 pupils)

- Childcare: 1,384 m² GFA (space requirement at 376 child places of which 172 day care)

Sportcomplex De Tweesprong is operated by the Sportbedrijf Kaag en Braassem and plays an important role in the municipality when it comes to sports, recreation and swimming.

- Sports complex: 5,152 m² gfa new construction for the following functions. Central hall, sports hall, swimming pool, office and meeting rooms, catering facilities and various storage rooms.
