Financing, planning, construction and operation of the new extension Cologne Kalk III.
The state of North Rhine-Westphalia (NRW), represented by the Ministry of the Interior of North Rhine-Westphalia (IM NRW), which is represented by the Cologne Police Headquarters intends to have a new extension built at the Cologne-Kalk site (Kalk III). The property is largely used by the Cologne Police Headquarters (PP Cologne), and a smaller part is left for use by PP Cologne to the NRW University of Police and Public Administration (HSPV NRW).
The site to be built on the Walter-Pauli Ring between the existing police headquarters in Cologne-Kalk and the railway line is owned by the state of North Rhine-Westphalia and will be made available by the client for construction.
The required room program area is about 14,400 square meters in total. PP Cologne accounts for around 10,200 square meters of this, and 4,200 square meters of this must be available for HSPV NRW.
The rental area amounts to a total of approximately 21,600 square meters. This accounts for approximately 15,200 square meters in PP Cologne and about 6,400 square meters in HSPV NRW. In addition, the client needs a total of around 510 parking spaces, of which about 370 parking spaces plus approx. 10 parking spaces for two-wheelers for PP Cologne, as well as about 140 parking spaces for HSPV NRW.
The new building is to be financed, planned, built and operated by a contractor for 30 years. The needs of the client (PP Cologne and user needs (HSPV NRW) must be taken into account when planning and erecting them.
The contractor has to take over services for the operation and maintenance of the building and outdoor facilities (maintenance, inspection and repair) for 30 years. From acceptance, the contractor receives an annual service fee from the client to refinance its investment costs as well as for operation and maintenance measures. The contractor will receive this service fee over a period of 30 years. Forfaiting with a waiver of entry is foreseen for financing.
The procurement procedure is expected to be completed by the end of 2022.
