Implementation of a call automaton system for automated real-time alert of the population of the Aix-Marseille-Provence metropolis. This is an open call for tenders made pursuant to the provisions of Articles R. 2124-1 et seq. of the Public Order Code. A grouping agreement between the Aix-Marseille-Provence metropolis and 58 municipalities of the metropolis was therefore signed in accordance with articles L. 2113-6 et seq. of the public order code. Under the terms of the agreement, the Aix-Marseille-Provence metropolis is designated as coordinator of the group of orders. This procedure is therefore launched on the basis of Articles L. 2113-6 et seq. of the public order code within the framework of the order grouping agreement described above.

The purpose of this framework agreement is to implement a system of call automatons for automated real-time alert of the population of the Aix-Marseille-Provence metropolis. The purpose of the framework agreement is to install, implement, configure, train, manage, update and maintain an automated alert system capable of broadcasting, in a minimum of time and in very large quantities, voice or written messages to the populations of the Aix-Marseille-Provence metropolis, communal agents, Metropolitan agents, delegates from the metropolis and, more broadly, all identified recipients, included in the databases of the alert system.

As such, the framework agreement includes all services relating to the initial implementation of the device and the training of its users, subscriptions to the alert system, ad hoc services, including additional training, and communications resulting from the sending of messages (telephone calls, SMS).
