The contest concerns entry into an agreement for the maintenance of the contracting authority's existing licences, annual renewal of the licences, supplementary purchases if needed to increase the same licences, and purchasing advice on annual renewal and management of the licence agreements. The procurement will also cover upgrading of existing licences, e.g. if the contracting authority wants to move from a licence with set functionality to a licence with extended functionality within the same product area during the contract period. All this will be covered by the tenderer's offered mark-up percentages as stated in the price form.

Major changes to technology choices and advice related to licence optimisation are not part of this agreement.
Servers and server licences are not part of this agreement, but are part of a separate agreement.
New purchases of licences (not annual renewals within the agreement period, supplementary purchases or maintenance of the licences included in the price form) with associated maintenance and supplementary purchases are also not included in this agreement. The contracting authority intends to enter into a dynamic purchasing system for the procurement of this.
