IVBO is the Intermunicipal Partnership for Dirt Removal and Processing in Bruges and Ommeland. IVBO's mission consists of the selective collection and processing of household and industrial waste from Bruges and the surrounding area.

IVBO has a power plant, located at Pathoekeweg 41 in Bruges, where 200 ktonnes of household waste are converted into electricity and heat every year. Since 1982, the heat has been distributed to companies and buildings via a heat network.

A number of customers have their own back-up boilers, to guarantee heat supply in periods of production stop at IVBO or problems with heat distribution. A number of customers are also considering removing the existing old backup boilers and not replacing them.

IVBO wishes to further increase the reliability of the heat supply by setting up a service with rental boilers for specific customers without their own back-up installation.

These boilers can be used for two purposes:

1. To bridge planned stops or maintenance works (the timing of this is known at least one month in advance)

2. To deal with unexpected calamities in the network (the timing of this is NOT known).

Description of the works

Current adoption includes:

1. Either the rental and installation of one boiler for a predetermined/estimated time

this boiler must be delivered, installed and put into service for a fixed period and give heat to the project

2. Either the rental and installation of one boiler delivered in the event of calamities

For the boilers, a distinction is made for a boiler of

o Less than 250 kW

o Between 250 kW and 600 kW

o 600 kW to 1.5 MW

o More than 1.5 MW

The boilers must always be fully operational and the 24/24 support from the contractor to guarantee this operationality is included in this assignment. The works should be understood as a turn-key project. This implies that the contractor is expected to deliver the boiler fully operational. The contractor does not have to take any actions to bring and keep the boilers up and running, the client is completely unburdened by the contractor.

The contract shall be awarded by open procedure.

The purpose of this public contract is to conclude a framework agreement with a single economic operator. Not all conditions were defined in the framework agreement.

The contracting authority may, if necessary, consult the economic operator party to the framework agreement in writing to request it to supplement its tender.
