The present EU tender concerns a turnkey contract for the construction project Dorothea's Garden – Nursing Home and Activities for Citizens with Dementia, hereinafter referred to as Dorothea's Garden. ALFABO Housing Organisation is the building owner, while Kolding Municipality is the future user and tenant of the building. Therefore, members from both ALFABO and the municipality are part of the planning and execution of the project. The purpose of the competition is to produce proposals for the construction of Dorothea's garden so that it meets the wishes for care for the residents as well as architectural requirements as stated in the building programme.

The new nursing home and visitation activity facilities, located in Munkebo, will consist of 70 homes, as well as 55 visited-activity places for citizens with dementia. In addition, dementia-friendly outdoor areas must be established. ABT 18 applies to the turnkey contract. The tender is carried out as a reverse tender, where the price for the task is set at DKK 120,800,000 excl. VAT.

The activity offer is for citizens who need support for social communities and/or relief. It is offered on weekdays as an all-day offer, and citizens can come one or more times during the week.

The minimum requirements for invitations to tender shall be as follows:

- to deliver 70 homes with a total living area incl. common living area of 4900 m2

- to provide a service area for the nursing home of 1750 m2

- to deliver 720 m2 of service space for the activities offered.

- to meet DGNB certification to the level of gold;

The project relates to public housing and is being carried out with public support. The task shall be subject to the legislation applicable for such matters, with associated circulars and guides.

The turnkey contract includes preparation of competition proposals, outline proposals, preparation of preliminary project, authority project as well as main project and execution project. The turnkey contractor is responsible for design management, construction management, professional supervision, follow-up, ICT management and occupational health and safety coordination (P+B), as well as DGNB auditor and certified consultants on fire and statics.

The consultancy services contained in the turnkey contract are performed in accordance with YBL18 and with the changes and clarifications stated in the tender documents.

It is therefore not competed on price, but solely on other quality criteria
