The subject of the tender is the procurement of traffic information from road traffic in Saxony-Anhalt for the intermodal mobility portal Central Germany (ViSA) from NASA GmbH (including licensing of the software for the entire operating period of all components) as well as subsequent maintenance and operation of the software for a period of 5 years and an option to extend by up to a further 5 years. It is a mixed supply and service contract in accordance with Section 110 (2) No. 2 GWB.

At the current time, the client has no secured financing with regard to the license agreement accompanying the implementation of the required FCD beyond one year, as well as the proposed operating and maintenance contract, which should follow after the overall acceptance. The provision of sufficient funds for the project depends on the approval of the budget of the State of Saxony-Anhalt. The client requests the granting of corresponding commitment authorizations over the envisaged term.

The tender includes:

1.Software delivery and development based on the specifications for a MIV route planner, interfaces to the background system and the procurement of traffic data including licensing of the software for the entire operating period and for all components,

2. Maintenance and operation of the software for a period of 5 years from the total acceptance and an option to extend it for up to a further 5 years, whereby the client is granted a special right of termination from the start of the contract due to the unsecured financing,

3. Procurement of an FCD license for the implementation period for development and testing and the subsequent period of 5 years and an option to extend it by up to a further 5 years, whereby the client is granted a special right of termination from the start of the contract due to the unsecured financing.

Other components of the order are:

- License procurement for required FCD for development and testing starting 8 weeks after placing the order;

- Provision of the interfaces for the integration into the mobility portal Central Germany by the system service provider of the AG;

- project management;

- creation of specifications;

- Familiarization and training for up to 5 AG employees.
