Description:
Hyode - Design and supply of an ecosystem for the production and transport of hydrogen at sea

EDF Renewables wishes, through an innovation partnership, to achieve 4 objectives:

1) Develop and install a fixed platform to accommodate a remotely operable offshore hydrogen production system. 2) Develop and install an offshore electrolyzer fully integrated with the hydrogen production platform mentioned above for which control, inspection and maintenance operations will be remotely executed, automated and optimized as best as possible for use on the high seas. 3) Design, certify and operate, or have operated, a vessel for the storage and transport of hydrogen in the gaseous state that is adapted to the specificities of the platform and the reception infrastructure of the port of destination. 4) Develop and install a hydrogen transshipment system.

Platform for the stationary production of hydrogen at sea including the solution for transloading from the platform to the gaseous hydrogen transport vessel

PRELIMINARY INFORMATION:

The contracting entity shall inform the candidates that the performance of the services, with the exception of lot 3, is conditional on obtaining grants of an amount that secures the economic viability of the project.

The contracting entity reserves the right to terminate the Partnership Contracts in accordance with the provisions of the latter and in accordance with Article R. 2172-31 of the Public Order Code.

The services will begin with a phase of preliminary studies (Phase 0) for lot 3.

The innovation partnership is divided into 3 lots. It takes place, depending on the batch, in maximum 5 successive phases. It includes a research and development time (Phases 1 and 2) and an execution time (Phases 3, 4 and 5).

Concerning Lots 1, 2 and 3:

The signing of the partnership contracts should take place around September 2024 (indicative). The contracting entity informs the candidates that the initiation of the studies (Phase 1 start-up) can only take place after securing the grants planned for July 2024 (indicative).

Concerning Lot 3:

A Phase 0 "Preliminary study" is to be considered with the following objectives:

-The signing of a service contract for a preliminary study in November 2023 (to be confirmed)

-Transmission of the preliminary study within 2 months from the notification of start of the study, including first version around 15/12/2023

DESCRIPTION OF LOT 1 "Platform for the stationary production of hydrogen at sea including the transhipment solution"

Phases 1 to 2 (Research and Development, approximately 18 months, 1 partner)***:

-Phase 1 (12 months) "Research": Identification and evaluation of design alternatives for the platform and its interfaces (support structure, hydrogen storage, stabilization and transhipment system in connection with Lot 3). Identification and comparative analysis of technologies, operating procedures (in particular to limit risks related to offshore operations and environmental impact) and construction and installation methodologies to be implemented. Selection of the most promising concept from the techno-economic point of view.

During Phase 1, the holder of Lot 1 will be consulted on the dimensioning options of the candidates in Lots 2 and 3.

The main elements of the future industrial contract will be established during this phase.

At the end of this phase 1, the contract holder selected for Lot 1 accepts the possibility of taking the holder of Lot 2 as supplier or subcontractor of the electrolysis system to integrate it into the work of Lot 1 in Phases 2, 3 and 4.

-Phase 2 (6 months, 1 partner) "Development": General design of the platform (Pre-FEED) by integrating Lot 2, interfaces with Lot 3, and preparation of the contract for the execution and installation at sea, including the supply of refined Capex and Opex elements.

Phases 3 to 4 (FEED then execution, approximately 54 months, 1 partner)***:

-Phase 3: Design of the platform and the transshipment system including engaging Capex and Opex (FEED) elements (18 months)

-Phase 4: Execution of the implementation contract (EPCI) (36 months)

DESCRIPTION OF LOT 2: Electrolyzer optimized for offshore platform operation

Phase 1 (Research and Development, 12 months, 1 to 4 partners)***:

Phase 1 "Research" (the only): Evaluation and adaptation of an electrolyzer of PEM or alkaline technology to a solution for the production of hydrogen at sea integrating the constraints of space, weight, safety, maintenance, resistance to the marine environment, tele-operability and interfaces with the platform equipment (Lot 1).

At the end of this phase, a single contractor will be selected to continue the development work on the basis of a refined technical offer and commercial offer. The contract holder selected for Lot 2 accepts the possibility of becoming a supplier or subcontractor of the electrolysis system as part of the activities of Phases 2, 3 and 4 of Lot 1.

DESCRIPTION OF LOT 3: Gaseous hydrogen transport vessel meeting the constraints of the platform and the port

Phase 0 (Preliminary studies, 2 months, 1 partner)***:

Identification of transport and transhipment solutions at sea and on land.

Phases 1 to 2 (Research and Development, approximately 18 months, 1 partner)***:

-Phase 1 (12 months) "Research": Identification and evaluation of ship design solutions for the transport of pressurized hydrogen gas in interface with the work of Lot 1 – phase 1.

The main elements of the future industrial contract will be established during this phase.

-Phase 2 (6 months) "Development": General design of the vessel and evaluation of the hydrogen transport cost in the project hypotheses.

Phases 3 to 4 (FEED then execution, 54 months, 1 partner)***:

-Phase 3 (18 months): Detailed design and certification of the vessel

-Phase 4 (36 months): Construction of the vessel

Phase 5 (Operations, approximately 240 months, 1 partner)***:

Phase 5: Exclusive provision of the vessel to EDF RENOUVELABLES SA under a time charter contract over the life of the project.
