The service covered by the contract includes the guarding of collective accommodation (GU) for the accommodation of asylum seekers and refugees, custody centres for unaccompanied minor foreigners (UMA) in the area of the Lörrach district and the security service in the Lörrach district office. The award will be made in four lots, which are divided as follows:

- Lot 1: Shared accommodation in Kandern (103 places), Efringen-Kirchen (115), Huttingen (61), Weil am Rhein/Haltingen (96) and Rümmingen (60)

- Lot 2: Lörrach District Office - Social Affairs Department and Foreigners' Registration Office as well as shared accommodation in Lörrach-Brombach (240)

- Lot 3: Shared accommodation in Steinen (70), Rheinfelden (257) and two accommodation in Schopfheim (230)

- Lot 4: Two custody points in Lörrach (36) and one in Schönau (100)

In principle, the respective accommodations in the individual lots are to be guarded with a 24-hour/7-day service. Deviations from this are possible, such as guarding only at night times.

In the Lörrach District Office, security personnel for certain areas (Social Affairs Department and Foreigners' Registration Office) must be provided regularly during the entire opening hours. Deviations from this are possible.

In addition, the provision of services includes the - if necessary armed - accompaniment of the collection of cash for the way from the bank to the accommodation as well as its payment to the residents of the accommodation on the specified payment days.

Due to the unforeseeable development of refugee flows and the security situation in the coming months, the scope of services to be provided may fluctuate greatly. The guarding of individual objects can be completely omitted. In addition, new objects can also be added. This is taken into account accordingly both in the specifications and in the draft contracts. The client therefore attaches particular importance to flexibility on the part of the contractor.

The contract for the security services is expected to begin on 1 January 2024 and run until 31 December 2026 (fixed basic contract period). There is a unilateral extension option in favour of the client for a further twelve months. In addition, the client has the right to terminate the contractual relationship prematurely with a notice period of 3 months.
