The Council of State intends to conclude a Framework Agreement with a Contractor who is able to supply raw materials for the catering organization, including ingredients for the coffee machines, excluding fresh bread.
The outcome of this tender will in principle lead to the award of the entire contract to one of the Tenderers. With this tender, the Council of State aims to realize a Framework Agreement with one market party for the supply of food and non-food products for the company restaurant.
Before the corona crisis, the annual sales volume was estimated at EUR 250,000 including VAT. This volume does not include the delivery of ingredients (coffee beans) for the coffee machines.
During the period that the measures related to the control of the corona virus are in force, the occupancy rate in the office is a maximum of 30%. The company restaurant is closed during this period, except for the collection of prepackaged sandwiches. The turnover volume for 2020 has therefore been halved (approximately EUR 125,000 per year) compared to previous years.
Some of the coffee machines have been switched off, so the consumption of coffee beans has also been reduced. Even after the measures have been scaled down, the occupancy rate at the Council of State will be considerably lower than before the corona period. This lower capacity utilization will have repercussions on the decrease, the exact degree to which cannot be predicted at the moment and is partly dependent on the duration of the corona crisis. After scaling down the measures, it is expected that the annual turnover volume will be approximately EUR 160,000 excluding VAT.
Tenderers cannot derive any rights from the aforementioned estimated turnover volume.
