The service to be renounced shall be the establishment and operation of an information point 'bicycle parking at railway stations'. The study funded by the BMVI as part of the mobility and fuel strategy “Bicycle parking at railway stations for action on the comprehensive expansion of the intermodal link between bicycles and trains” found a need of 1.5 million bicycle storage facilities at German railway stations and concluded that the municipalities were designated as key actors need to be considered and supported.
In addition to the question of financing or the use of existing funding opportunities, which are the responsibility of the local or state level, there is a great need for information from local actors. In order to create station-related wheel spacers/bicycle parking garages, these must be informed, for example, about structural and design implementation options, various operator concepts, as well as about property or approval issues.
Public presentation and information provision for municipalities and other stakeholders as well as inventory and identification of target locationsAn essential component of the service to be provided by the contractor (AN) is the establishment and operation of a central information point for bicycle parking at railway stations. The AN shall set up and maintain an information point which shall provide a telephone and digital information service for the duration of the service. This will be extended selectively by the personal information offers or on-site appointments described under III of the service description. Maintaining a branch office for the entire duration of the assignment (e.g. by providing visiting rooms) is not necessary for the provision of the service.
Creation of a calculation tool to assess the concrete benefits of individual bicycle parking garagesAs a basis for the evaluation of the expected local benefits of bicycle parking systems, a calculation tool will be provided via the service point's website, which will enable the resulting CO2 savings through the construction of a wheel lock/bicycle parking garage, the expected modal shift and quantify macroeconomic effects in accordance with the framework of Work Packages 1 and 2. The input variables must be individually specified to a minimum. The concept (input variables taken into account, calculation path) must be agreed with the customer before implementation. The service described here must be implemented by 31.10.2021 on the website of the information point “Bicycle parking at railway stations”.
