The National Center for Scientific Research (CNRS) wishes to entrust a service provider with the provision of an EVS and assistance in the organization, preparation and conduct of electoral operations organized by the CNRS. The latter will be carried out by means of services which themselves will be carried out in particular by Work Unit (OU).
The purpose of the framework agreement is to provide an Electronic Voting System (EVS).
The EVS must preferably meet the level 3 security objectives as detailed in the deliberation of the National Commission for Informatics and Freedoms No. 2019-053 of 25.4.2019 adopting a recommendation relating to security electronic mail voting systems, in particular via the Internet. Otherwise, the level 2 security objectives must be met.
Throughout the duration of the framework agreement, the CNRS can order the following services:
- service 1: launch of the project;
- service 2: provision of an electronic voting system;
- service 3: organization and conduct of a poll;
- service 4: corrective maintenance;
- service 5: support and assistance services, including, where applicable, the reinstallation of seals.
The expected services are defined in the CCTP nº 20212 (booklets 1 and 2) and are common to all elections. The quantity requirements are likely to vary depending on the characteristics specific to each election (type of ballot and number of rounds, number of voters, number of colleges, number of candidates or lists of candidates, etc.) set by the regulatory texts published before the start of each electoral campaign.
