The object of the order is the recording of data from the legally binding development plans in the xplangML standard in accordance with the xPlangML standard.
xPlanning compliant collection of data from legally binding 101 development plans into the xplangML standard (package 1)The IT Planning Council has decided on the binding introduction of the xPlanning standard for new construction guidelines by February 2023 at the latest. New processes must therefore be created in the standard xPlanning from February 2023. In order to achieve the greatest possible benefit, the existing development plans (202 development plans) are transferred to the standard. xPlanning describes the secure and lossless exchange of data between building groups, organizations and actors using the xplangML data exchange format. xPlanning is therefore not a software application but a schema in GML format.
On the occasion, the city of Cologne decided to introduce the xPlanning standard at an early stage. As part of the acceleration of the building permit process, the most important development plans (period 2006-2020) will be migrated to the standard in a timely manner. These 202 plans are available in different digital variations. A detailed list of the data basis is part of the call for tenders. The external planning office has the task of converting the construction guidelines into drawings compliant with xPlanung. The drawing specifics resulting from the specification specification (part of the procurement documents) must be observed.
The working basis consists of a current ALKIS excerpt, which provides the basis for drawing the development plan. In addition to the ALKIS basis, other data must be used for interpretation. Detailed information on this is provided in the specifications. General knowledge of spatial coordinate systems is required for this purpose. The described work should be done in a GIS or CAD system.
The procedure for the transfer as well as the type of final product are determined by the specification xPlanning of the City of Cologne. The City Planning Office of the City of Cologne has a department that deals with securing the standard and checks every development plan of the city carried out in xPlanning for its technical and content quality. A successful examination is part of the transfer.
