Print and service of tax decisions

1. Order name: Printing and delivery of tax decisions.

2. The subject of the order is printing the decision, packaging, delivery to the addressees, return of undelivered parcels, preparation of a delivery report:

2.1. part 1 of the order: delivery of correspondence in the city of Krakow;

2.2. part 2 of the order: delivery of correspondence in Polish, outside Krakow.

A detailed description of the subject of the contract is contained in the model contract with attachments, constituting Annex 13 to the SWZ (one model for both parts of the contract).

Remark! The Ordering Party shall conclude a separate contract for each part of the contract.

3. The Ordering Party informs that the estimated (based on data from previous years) volume of shipments is:

3.1. part 1 of the order: 305 000 pieces;

3.2.part 2 of the order: 70,000 pieces.

The volume of consignments transferred to the Contractor shall be at least 85% of the volume specified above, respectively for each part of the contract.

part 1 of the order: delivery of correspondence in the city of Krakow

1. Order name: Printing and delivery of tax decisions.

2. The subject of the order is printing decisions, packaging, delivery to addressees, return of undelivered parcels, preparation of a delivery report: part 1 of the order: delivery of correspondence in the city of Krakow. A detailed description of the subject of the contract is contained in the model contract with attachments, constituting Annex No. 13 to the SWZ. Remark! The Ordering Party shall conclude a separate contract for each part of the contract.

3.The Ordering Party informs that the estimated (based on data from previous years) volume of shipments is: part 1 of the order: 305 000 pieces. The volume of shipments transferred to the Contractor will be at least 85% of the volume specified above.

4. The Contracting Authority authorises the provision of the service in such a form where the Contractor, after receiving consignments from the Contracting Authority, will then grant them to another postal operator on behalf of and for the benefit of the Contracting Authority. At the same time, the Contracting Authority does not allow the situation to have an entity other than the Contracting Authority as a consignor.

5. The contracting authority does not require the performance of the contract by sheltered workshops, social cooperatives or other contractors covered by the provision of Article 94(1) of the Public Procurement Law, hereinafter referred to as the Act.

6. Pursuant to Article 95(1) of the Act, the Contracting Authority shall require the Contractor (or subcontractor) to employ persons on the basis of an employment relationship to perform the activities specified in § 8(3) of the model contract on the terms set out in § 8(3) to (7) of the model contract.

7. The Contracting Authority shall not permit the submission of variant tenders.

8. The Awarding Entity does not envisage conducting an electronic auction.

9. The Contracting Authority did not conduct preliminary market consultations prior to the initiation of the procedure.

10. The Contracting Authority in this proceeding does not require the Contractors to submit the measures of evidence in question.

11. The Contracting Authority, within the limits laid down by Articles 462 and the following Act, permits the possibility of carrying out the subject of the contract by the Contractor using subcontractors. The Contractor who intends to entrust the execution of part of the contract to subcontractors shall indicate in the offer the parts of the contract to be entrusted to the subcontractors and shall specify the names of possible subcontractors if they are already known.

12. The correct provision of section II.2.7) of the announcement is: The subject of the contract will be implemented from the date of conclusion of the contract to June 30, 2023, subject to the deadlines referred to in § 4 section 3 of the model contract.

13. The Contracting Authority provides for the possibility of awarding contracts referred to in Article 214(1)(7) of the Act in the amount not exceeding 120% of the value of the basic contract, i.e. PLN 3,603,658.54 net (including part 1 of the contract: PLN 2,930,975.61 net, part 2 of the contract: PLN 672,682.93 net). These contracts will consist in the repetition of similar services – in relation to those described in this procedure in the model contract and its annexes (respectively for each part of the contract). The conditions under which the above-mentioned contracts will be awarded (respectively for each part of the contract) will correspond to the conditions set out in this procedure in the model contract and its annexes, while the conditions for participation in the procedure will be limited to the repeated scope of the contract.

Remark! The value of the contract indicated in points II.1.5) and II.2.6) of the announcement takes into account the value of the above-mentioned contracts referred to in Article 214 paragraph 1 point 7 of the Act.

part 2 of the order: delivery of correspondence in Polish, outside Krakow

1. Order name: Printing and delivery of tax decisions.

A detailed description of the subject of the contract is contained in the model contract with attachments, constituting Annex No. 13 to the SWZ. Remark! The Ordering Party shall conclude a separate contract for each part of the contract.

3.The Ordering Party informs that the estimated (based on data from previous years) volume of shipments is: part 2 of the order: 70,000 pieces. The volume of shipments transferred to the Contractor will be at least 85% of the volume specified above.

4. The Contracting Authority authorises the provision of the service in such a form where the Contractor, after receiving consignments from the Contracting Authority, will then grant them to another postal operator on behalf of and for the benefit of the Contracting Authority.
