The contract that will be put out to tender concerns student transport and additional transport for the municipalities that are part of the Maastricht Heuvelland, Westelijke Mijnstreek and Parkstad cooperation regions and an option for target group transport from Vixia, the social work company of the municipality of Sittard-Geleen.
Lot A: Maastricht Heuvelland cooperation region (municipalities of Maastricht, Meerssen, Valkenburg, Eijsden-Margraten, Gulpen-Wittem and Vaals).
A common student transport scheme is in force in the Maastricht region, of which the municipalities mentioned above are part. The municipality of Maastricht acts as a central municipality in this collaboration. The transport offer in this plot consists of students who are staying in this region for a long time and who also have a home address here.
A subdivision has been drawn up for this parcel at final destination (educational location). In addition, quick wins are also part of this plot.
Lot B: Westelijke Mijnstreek cooperation region (municipalities of Sittard-Geleen, Beek, Stein and Beekdaelen).
In the Westelijke Mijnstreek region, the municipalities mentioned have decided to collaborate in the implementation of student transport and to bundle the transport facilities. The municipality of Sittard-Geleen functions as a central municipality in this collaboration. Lot C: Parkstad cooperation region (municipalities of Heerlen, Brunssum, Landgraaf, Kerkrade, Voerendaal and Simpelveld).
In the Heerlen region, the aforementioned municipalities have decided to cooperate in the implementation of student transport and to bundle the transport facilities. Lot D: (for all cooperation regions). This plot includes all additional and supra-regional transport facilities from:
- pupils who are permanently resident in one of the 3 cooperation regions and also have a residential address there,
- youth care or youth care clients,
- participants in other transport facilities.
With the additional and supra-regional transport facilities, transport facilities are meant that do not belong to plots A, B and C and are also not quick wins. There may be, among other things, (specially tailored) individual transport or joint transport with a structural character. The duration of the transport provision can be temporary, incidental or structural in nature. Given the desire to also combine with other forms of private transport, this can also be requested here.
This includes:
- regional combined transport, including trips to schools for secondary education (schools with class schedules),
- transport to primary schools, specifically designed for intensive language education,
- transport to primary schools with a specific philosophy of life or religious conviction (such as: free school education, Islamic education, etc.),
- supra-regional transport facilities to educational institutions located outside the cooperation regions,
- transport in the context of youth assistance and youth care,
- other transport facilities,
- transport facilities for Vixia.
For lot D, every tenderer (with the exception of the tenderer who, where appropriate, is awarded lot A, lot B and lot C) to which no grounds for exclusion apply and who meets the selection criteria and the schedule of requirements, automatically qualify to participate in the framework contract for lot D.
