Call for applications to participate - DBFM-Mission for the construction of a new staff barracks for SIAMU in the Brussels-Capital Region

The contracting authority wishes, by means of a public-private partnership structured according to the so-called DBFM formula, to create a new headquarters barracks for the SIAMU of the Brussels-Capital Region. The Contract will be drafted in such a way as to allow the deconsolidation of the Market under the ESA 2010 rules.

A staff barracks is a building where you work and live 24/7 and which performs a wide variety of functions. It contains many logistical and technical premises, but also all the administrative premises related to the operation of SIAMU. Rest and living areas are also provided for on-call teams. The new headquarters barracks must become a home for all SIAMU employees and must function as an autonomous district within the city.

The operation as a whole involves the construction of about 46,000m² of equipment distributed between different functions necessary for the proper functioning of the General Staff and SIAMU in the Region, complemented by 4.000m² of outdoor facilities. The site chosen for the establishment of the barracks is located on a plot of the Port Business Park with an area of approximately 17,500m², bordered by public and private roads (logistics).

There are many challenges to be met:

- 24/7 occupancy

- Logistical and human activity flows at different levels and with different rhythms,

- An exemplary building to meet current and future environmental challenges,

- Mobility and traffic organization on and around the barracks in order to limit nuisances while remaining efficient,

- To build today a building that will still have to meet the needs of SIAMU in 40 years,

- The changing needs of the population requiring flexibility,

- The evolution of the environment and work habits requiring great modularity,

- Keep a human-sized building well integrated in its context,

The client is particularly attentive to the sustainability of the staff barracks project, which wants to be exemplary in this area. Throughout its development, project authors will be asked to opt for solutions that favor the greatest sustainability by limiting its impacts on the environment, on comfort and health, and by taking these into account over the entire lifespan of the building and the elements that compose it.

The overall and sustainable vision of the building will be evaluated at all phases of the project by means of the “GRO” method.

The overall level of performance in GRO is set for this project to “EXCELLENT”.

Without prejudice to the Terms of Reference that will be communicated during the second phase, the contract awardee will bear the risks of design, construction, financing and maintenance, and will in particular assume the following performance obligations:

• the urban and architectural design of the building to be built in accordance with the Specifications;

• the submission of complete and compliant requests for all the necessary administrative authorizations (urban planning permits, environmental permits, etc.);

• the integration of sustainable and circular solutions in the design and execution phases of the works;

• the development of execution files for works including architectural plans;

• stability studies and special techniques;

• the completion of all the work until its complete completion within the allotted time;

• health and safety coordination and the EPB manager's mission;

• the maintenance of the structure resulting from all the work carried out, until the end of the Contract (period of 3... (see contract documents)
