LOT 1 - Planning Services HOAIFramework agreement on fee-based services for power plants and telecommunications and information technology systems (ELT HOAI AG 4+5+8).
A framework agreement is to be concluded with up to 6 contractual partners for the possible individual call-off of planning services in different projects. The projects relate to all properties in the Reinickendorf district. The implementation of the Digital Pact at schools as well as the planning and construction supervision of extensive maintenance and modernization measures are likely to represent a large proportion of the contract. The measures are mainly carried out in the existing building and during ongoing operations. Cost group 480 can, but does not have to, be covered by the bidder in its scope of services. By means of a performance matrix, the required documents, proofs and references are checked and evaluated. Minimum criteria (A4) must be met. Furthermore, an offer must be submitted by means of a bill of quantities. The price offer is standardised and evaluated using a point scale. After the evaluation of the suitability matrix and the tenders has been made, the 6 bidders with the highest score will be offered a fee offer by the client for acceptance. After the contract has been awarded, the client will request the 6 contracting parties to submit a fee offer, stating all the necessary information, in the event of an individual call-off. The service will be awarded to the contractual partner who has submitted the most favorable offer.

In order to ensure operational safety, trade-specific maintenance must be carried out over the course of the year. Engineering offices should monitor the execution of maintenance services by the commissioned specialist companies in accordance with the guidelines and control them at a higher level and check their invoices. Furthermore, the rectification of defects from maintenance must be coordinated and supervised. The remuneration for the services provided by the engineering office is based on a lump sum, staggered according to the total order amount of the executing maintenance company as chargeable costs. .
Furthermore, a wide variety of construction and repair notifications from the properties to be managed are announced. The scope of services includes the organization of troubleshooting, the overarching coordination of the service, the creation of a clear task, if necessary the development of solution variants, the preparation of the placing of the order, the monitoring of the execution of the construction companies as well as the deadline control and the invoice verification in mathematical and technical terms. The fee is remunerated at a flat rate, including all ancillary costs and conversion surcharges. The chargeable costs are determined on the basis of the cost determination (invoice amount) and reimbursed according to the percentage offered.
General minimum criteria must be met. An offer must be submitted by means of a bill of quantities. The price offer is standardised using a point scale. After the evaluation of the tenders has taken place, the 3 bidders with the highest number of points will be offered a fee offer by the contracting authority for acceptance. LOT 2 will be awarded in a pure prize ceremony.
