The purpose of the contract is to carry out a mission of studies, advice and expertise for the monitoring, evolution and operational implementation of the Lyon Part-Dieu district urban and sustainable development project.

The contract is a single-award framework agreement with a minimum amount of EUR 1 000 000 (excluding VAT) and a maximum amount of EUR 3 500 000 (excluding VAT).

The content of the missions is as follows:

- animation of the tools of the V3 Reference Plan,

- production of urban, real estate, programmatic, environmental and light frameworks of all public or private operations,

- mission of chief architect specific to the territory of the Part-Dieu,

- Animation of thematic workshops for designing and monitoring real estate projects,

- production of the elements necessary for the regulatory evolution (PLU) and / or the operational arrangements,

- drafting of the programming on the public or private spaces for public use of time 2 of the project,

- Implementation of the programming and animation of the commercial strategy, services, hotels and equipment on the Part-Dieu perimeter,

- implementation and monitoring of the sustainable development strategy,

- implementation and monitoring of the lighting plan,

- implementation and monitoring of housing programming,

- implementation and monitoring of strategy and economic programming,

- support for the establishment of consultation of real estate operators with a view to the transfer of land charges / expertise to real estate operations,

- travel expertise, traffic, parking, urban logistics.
