The General Customs Directorate GZD settles in the property "Am Steigerwald", Drosselbergstraße 2-4 in 99096 Erfurt a location for further training in the field of self-protection and armament ESB. For this purpose, buildings for the three training areas 6-lane space shooting range, self-defense as well as action and behavior training are to be rebuilt. An outdoor training area is to be directly connected to the action and behavioral training building. The planning services required for outdoor facilities are put out to tender separately and are not part of this procedure.

For the planning of the new construction of the buildings for the ESB site, the services for the specialist planning of structural design are put out to tender here.

Location of the property:

The former military property "Am Steigerwald" is located in the south of the state capital Erfurt above the Löberfeld barracks on the landscape conservation area Steigerwald. It is accessed from the north via the street "Am Tannenwäldchen" and from the east via the "Drosselbergstraße".

Use of the property:

From 1934 to 1992, the property "Am Steigerwald" was used for military purposes. The facilities were not destroyed in the 2nd World War by the effects of war.

Planned use:

The General Customs Directorate GZD would like to establish a location for further training in the field of self-protection and armament ESB in the property "Am Steigerwald" in Erfurt. Buildings for the three training areas 6-lane space shooting range (GFA approx. 1,800m², BRI approx. 7,500m³), self-defence (GFA approx. 700 m², BRI approx. 4,500 m³) as well as action and behavioural training (GFA approx. 1500 m², BRI approx. 12,000 m³) are to be rebuilt. In the course of planning, various variants are to be developed and presented. Each training area consists of a single-storey hall with adjoining classrooms and ancillary rooms. A special feature of the Action and Behavior Training Hall (HVT) are open walkways above the four convertible practice areas, from which trainers can give instructions. The 6-lane space shooting range (RSA) is to be designed at a shooting distance of 3 to 25 m for pistols, revolvers and submachine guns with training ammunition up to a maximum kinetic energy of the projectiles of 1,500 joules. The shooting range must be designed to be bulletproof and rebound-proof.

In the self-defense mat hall (SV-Mattenhalle) unarmed self-defense and weapon protection are practiced. In addition, changing rooms, sanitary facilities and storage rooms are required. The joint single-storey building of 6-lane shooting range (RSA) and self-defence mat hall (SV-Mattenhalle) is to be inserted into the slope south of the large car park following the site. The Action and Behavior Training Building (HVT) is intended to replace the existing Garage Building 020. This will be demolished in advance as a result of separate specialist planning.

To the construction area:

The buildings are to be erected in areas where buildings have been demolished in advance or are still to be demolished. Therefore, there could be different substrates under the new buildings to be built. In the property, for example, marlstone, cap clay and filling were found in other places.

Sustainability:

For the project, the Sustainable Building Assessment System (BNB) is to be applied mutatis mutandis. The aim is to achieve the quality level "BNB silver after appropriate application" without certification. A separately commissioned specialist planner NBB coordinates the input of the technical participants in each service level in terms of time and subject matter with regard to the sustainability goals.

For structural design:

The specialist planning services of structural design to be commissioned are regulated in the binding part of the HOAI 2021. For the structural design, the fee zone III according to HOAI was determined for the construction project.
