Description:

Facility related sanitation services. Contract(s) for the Repair of OIP Ablution and Laundry Units.

The Authority reserves the right to split the award of the Contract against both LOTS should the award of a single contract not be achievable or represent best value for defence.

The Authority has a potential requirement for the Repair of Operational Infrastructure Equipments on an as required basis. At present the possible future requirement covers, but is not limited to:

Lot 1 Repair of NSN 4630-99-908-6006 – Ablution Unit 1.

Repair of NSN 4630-99-430-4169 – Ablution Unit 2.

Repair of NSN 4630-99-908-6515 – Ablution Unit 3.

The Ablution Unit Type 1 & 3 is housed in a 20' ISO container and is fitted with an air conditioning unit (ACU). The unit comprises of 3 shower cubicles, 3 toilet cubicles, 4 stainless steel sink units with a hot & cold mixer tap, a mirror with an overhead light and shelf is located above each sink. The stainless steel urinal is fitted with a push operated flush button located on top of the cistern. The waste water system is gravity operated, it is therefore essential that the container is positioned with a fall from the front (door end) to the back. A 415V 3 Phase power supply is required as well as waste irrigation for black / grey water. Net Weight - 7000 kg, Gross Weight - 10,000 kg. Dims - 6000 mm x 2438 x 2438.

The unit comprises of 5 toilet cubicles, 5 stainless steel sink units with a hot & cold mixer tap, a mirror with an overhead light and shelf is located above each sink. The stainless steel urinal is fitted with a push operated flush button located on top of the cistern. The waste water system is gravity operated, it is therefore essential that the container is positioned with a fall from the front (door end) to the back. A 415V 3 Phase power supply is required as well as waste irrigation for black / grey water. Net Weight - 7000 kg, Gross Weight - 10,000 kg. Dims - 6000 mm x 2438 x 2438.

Lot 2 Repair of NSN 3510-99-234-6015 – Laundry Unit

The ITC Laundry provides on-site laundry facilities for use within camps and is constructed from an insulated 20' ISO container. A single rear door allows access to the unit. Contained within the unit are:

— washing machine (x2);

— drying machine (x2);

— ironing facility;

— peripel regeneration unit;

— sink unit;

— heater unit;

— extractor fan.

An external 415v, 3 phase power supply is required.

Weight - 7800 kg.

The requirement is for the Repair and Refurbishment of the Ablution Units and Laundry Unit to full operation standard in accordance with the Original Equipment Manufacturers (OEM's) specification of the build standard of the equipment. Repair/Refurbishment should include the following and must be safe and serviceable on completion:-

— Exterior: Full inspection and repair to the condition, safety and cosmetic presentation of the equipment.

— Component Parts: All faulty, damaged or missing components required to repair the equipment shall be replaced using the current OEM or genuine manufacturer's parts, as appropriate.

— Replacement parts: The Contractor shall be responsible for the procurement of all replacement parts within the terms and conditions of the contract. All parts shall meet the OEM specification or are to be the equivalent manufacturer's part, purchased from an approved supplier. When replacement parts are used because OEM parts are no longer available, then Certificates of Conformity are required for all parts which may affect the reliability of the equipment. These certificates shall be made available to the Authority upon request. Any concessions shall be dealt with in accordance with Def-Stan 05-61 Part1, Issue 5.

— Test & Certification: After repair the equipment is to be to operated and proved to be working satisfactorily. Statutory Container inspections and Electrical Safety inspections must be carried out and certified.

— The contractor is to keep records of all visits/survey reports, repair approvals, certificates and costs incurred in the repairs to these equipments. These records must be made available to the Authority as requested.

QA Standards or equivalent: The Contractor shall hold and maintain a certification to BS EN ISO 9001:2000/2008, issued by an accredited certification body.

AQAP 2120 (Edition 3) – NATO Quality Assurance Requirements for Production.

A Deliverable Quality Plan is required in accordance with DEFCON 602A 12/06and AQAP 2105 and a draft quality plan is required with the tender.

DEF STAN 05-61 Part 1 Issue 5 (Concessions).

DEF STAN 03-32 General Requirements (paint and preparation).

DEF STAN 05-99 (Managing Government Furnished Equipment in Industry).

DEF STAN 05-57 – Configuration Management.

Expressions of Interest will be via the Dynamic Pre-Qualification Questionnaire linked to this Contract Notice. Only those expressions of interest that fully meet the above criteria and DPQQ shall be considered for Invitation to Tender.

Any expenditure, work or effort prior to any contract award is accordingly a matter solely for the commercial judgement of the potential supplier.
