The aim is to ensure the professional and needs-based, functional and economic implementation of the designated hospital project on the basis of current legislation and national, international and European standards and the interests of the Ministry of Health knowledgeable take along the planning and construction processes. Since these are complex tasks for the consultancy services in connection with the aforementioned construction projects, the advisory activities can only be carried out by specialists skilled in hospital construction. Essential components of the project-related advisory services are the ministerial participation in the scope, appropriateness, functionality and quality as well as the operating procedures of the intended construction measures, the review of a careful and appropriate handling of the granted public funding during the respective project phases, taking into account the economic use of funds. The contractor must be able to personally and technically be able to process several construction measures in parallel over the entire contract period. A performance picture already exists for the aforementioned consultancy services, which will be made available to the selected bidders in the second stage of the bid costing procedure. The consulting services include, among other things, the expert, performance-based assessment of the project data submitted by the hospital in accordance with DIN 276, DIN 277 and DIN 13080, but do not require any planning services. The preparation of the planning including further documents is carried out by the project team directly commissioned by the hospital (project management, (specialist) planner, appraiser, etc.). The consulting service consists of 2 main fields of consulting which are commissioned on a project-related and possibly step-by-step basis: Assessment of object planning; Assessment of the planning of the technical building equipment (see separate contract notice on technical building equipment). The advertised consulting service for assessing the object planning is in relation to the contents of the cost groups (KGs) 200, 300, 500 (without KG 540), 611, 619, and optional KG612 (without active network components of information and communication systems [ICT]) DIN 276 to provide.
