parking.brussels will launch 3 markets for the creation of an environment and a parking.brussels service dedicated to individuals and companies, and aimed at stimulating and facilitating the creation of shared/shared car parks by these individuals and these public or private companies in the Brussels-Capital Region: a strategic component (study), a software development component (web platform) and a hardware component (equipment and management).
The markets foresee an iterative process between the strategic-software-hardware components, where the "strategy" and "hardware" components will specify the development needs for the creation of a centralized "software" platform. All the successful bidders of the various contracts will therefore have to collaborate.
Participations in the various markets and orders:
- A bidder has the opportunity to participate for one or more of the 3 contracts but the "study" contract must be carried out independently
- Groups of companies are allowed to respond to one or more markets
- Contract 1 (study) and 2 (hardware) will be ordered at the same time from two different contractors
- Market 3 (software) implies an evolution towards a centralized system
- The technical clauses for the development of market 3 (platform) will be specified by market 1 (study)

- Market development and maintenance of a web platform parksharing.brussels and parkandride.brussels. Software component of the markets for the creation of an environment and a service aimed at stimulating and facilitating the creation of shared car parks by individuals and public or private companies in the Brussels-Capital Region.
Business Design and functional analysis for the creation of a web platform:
Audit: Audit of the existing situation and the current functioning of the department and putting into perspective the desired ambitions for the "parksharing" mission. The objective is to anticipate the economic model and positioning as well as the services developed by the Agency to achieve the objectives of the mission and taking into account the current context and future challenges (SWOT).
Business design study: The business design study, which will follow the due diligence, will specify in particular the objectives of the platform, the positioning and differentiation of a service focused on off-street parking and the pooling of public interest, that is to say in priority neighborhoods and at interesting conditions for users (residents and commuters in priority, possibly visitors). The study will then define a business model consistent with the objectives, that is to say for the benefit of users, owners then, and parking.brussels finally. The service offered by parking.brussels must, for example:
- Referencing and integrating existing off-street car parks in the Brussels-Capital Region. The study will specify in this regard the conditions of this referencing for non-public data (eg convention ...). The study will clarify whether there is a need to specialise information, for example by targeting only car parks intended for local residents and/or commuters.
- Stimulate and facilitate the creation of new shared car parks, shared and made available to residents, commuters, or even the public, for example via a service centered around easy-to-use web features and clear content (FAQ, Vedemecums, checklists, points of attention ...) on the legal (contracts), administrative (permits), and financial (profitability, investments ...), ideally organized "step-by-step". The study will specify how to effectively combine an objective of popularizing information with an objective of creating, publishing, marketing and administering assets, either by parking.brussels (one-to-many), or by individuals (peer-to-peer), or by parking.brussels and "approved" third parties (few-to-many).
- Highlight local demand for off-street parking and areas where the creation of off-street parking should be encouraged. A data processing strategy is therefore to be expected as part of the study.
- Facilitate the definition of formulas and rates, the remuneration of the owner and transactions. For example, the owner should be able to adjust his cursor between the optimization of his own income and / or the interest of the public with automated advice on the basis of objective criteria (eg estimated demand, average prices of the sector ...)
- Promote parking.brussels as a partner and potential operator of third-party owner's car parks, which will be able to equip and manage public interest car parks that meet certain conditions to be considered for a regional investment (size of the car park, location, estimated demand, etc.).
Functional analysis: A functional analysis will also have to be carried out in parallel with the business design and upstream of the development of the platform. It will define the web functionalities to be developed within the framework of this contract that will make it possible to meet the desired objectives.
Technical clauses development: The contract will be concretized by the drafting of the technical clauses and protocols necessary for the development of the web platform (market 3).
