Starting Situation:
The Federal Agency for Real Estate Tasks (BImA) is the owner of the property located in Leipzig, Ludwig-Erhard-Straße 7 (district of Reudnitz, parcel 15/1). It is intended to realize a multi-family residential building with 17 residential units and an underground garage on the property. The property is currently undeveloped and unused.
A building application for the planned residential construction project was submitted to the City of Leipzig on December 19, 2023, which was positively decided by the Office for Building Regulations and Monument Preservation with the building permit dated June 5, 2024.
The construction project demands a commitment to future-oriented living quality, which shall be implemented by observing criteria such as barrier-free access, living security, community, appropriate technical equipment, sustainable construction, energy concepts, and e-mobility. The building is a complete new construction with an underground garage and communal areas in the outdoor facilities. Access to the underground garage will be realized by a car lift due to space constraints. The waiting area in front of the lift will be designed so that the traffic flow on Ludwig-Erhard-Str. as well as the adjacent cycle path is not obstructed by waiting cars. The basement is exclusively for parking and home technology connections. The ground floor accommodates the tenant cellars and the electrical connection room. In the upper floors 1-5, there are 3 apartments on each floor. On the 6th floor, the setback floor, there are 2 apartments.
A play area with appropriate play equipment is planned in the garden, as well as the planting of 2 large trees. The bicycle and waste room building is located in the courtyard, which is located beneath the underground garage. The building will have a green roof to retain rainwater, and a trench will be arranged in the area under the play area.
The multi-family house including outdoor facilities is to be planned and constructed based on a functional performance description (Annex Bundle 8). The project is to be completed by the end of 2026 and handed over turnkey to the BImA. The planning and construction execution services still required for completion are to be bundled and awarded to a cumulative service provider in this procurement process. The aim is a turnkey handover to the client.
Scope of Services:
The subject of this tender is construction execution services including preparatory planning services from service phase 5 HOAI. The scope of services thus covers all planning and construction services required to achieve the work success or to completely create a functioning and usable building that complies with current public law requirements and generally accepted rules of technology, in a bundled form.
