LOT-0002
Hospital Information Systems.
The subject matter of the present award procedure is a framework agreement with one economic operator per lot pursuant to Section 21 (3) of the VgV for the procurement of voice recognition and control for the hospitals of Sana Kliniken AG as contracting entities entitled to call (Annex 3 to the contract). The framework agreement is a contract concluded for the duration specified in the contract notice which obliges the contractor(s) to perform the services called for by individual contracts under the conditions laid down in the framework agreement and the individual contract in question. These individual orders are placed exclusively by the contracting entities specified in Appendix 3 to the undertaking which is the contracting party to the framework agreement at that time. In each case, the contracting authorities entitled to call off the required services by means of individual orders in accordance with the terms of the framework agreement. The estimated requirements, the allocation of lots and the HIS systems of the contracting authorities entitled to call can be found in Annex 5 to the contract. This means that the total order volume of all individual orders accruing during the term is not bindingly determined. There is no obligation to purchase. Once the contract is awarded, the framework agreement is concluded for all contracting entities entitled to call up. The individual call-offs, on the other hand, are carried out separately for each orderer authorised to call off. The object of the procurement is the provision and implementation of a uniform speech recognition and control system that meets the requirements of the specifications throughout the Group as far as possible. The clients authorised to call on the call operate clinic information systems (HIS) from various manufacturers. These are listed in Appendix 5 to the contract. Integration into all of the above-mentioned systems must be guaranteed by the client and proven in the context of references. Interface requirements, which must be provided by the respective manufacturers for full functionality, must be specified by the bidder. Interface costs incurred are borne by the respective clients. A separate Lot 2 is planned for the customers with the Orbis (Dedalus) WHO are authorised to call up, since according to the manufacturer, a deep integration with the functionality of a voice control system can only be technologically implemented to a limited extent by a third-party manufacturer. Additional interface costs for the implementation on the part of the HIS manufacturer in order to map the full required functionality are therefore taken into account in the calculation of the total costs. The software to be procured should also be maintained; a comprehensive service is also to be available during the term of the contract. Corresponding solutions, some of which are from different manufacturers, have already been implemented as purchase licenses in the facilities of the customers entitled to call up the products. It should be possible that purchased licenses (current inventory: purchase licenses Nu-ance Dragon medical) will be replaced and converted into a SaaS license. As a result, in addition to the costs of covering the total requirements of the respective facility, a new installation and any migration of the existing installations must be taken into account. The implementation is carried out for each facility for the complete number of licenses required in the future in order to avoid parallel operation of different systems. Since there are maintenance contracts with remaining terms for the existing installations, the SAAS license for superseded purchase licenses is provided free of charge until the expiry of the respective maintenance contract. Existing maintenance contracts are terminated at the earliest possible date Example: The final expansion stage of a client is 200 licenses, there are 50 purchase licenses in the portfolio. For these licenses, the maintenance contracts have a remaining term until 31.12.2023. From the declaration of operational readiness for the 200 licenses on 01.07.2023, the SaaS fees for 150 licenses will be calculated. The maintenance contract for the existing installation will be terminated in due time on 31.12.2023. From 01.01.2024, 200 licenses will be charged. If the contract is awarded, an EVB-IT cloud contract will be concluded.
