City authority launches tender for low emission zone sign system

Sofia Municipality is seeking a supplier to deliver, install and maintain a new network of electronic information boards and variable message signs to support its low emission zones. The Signaling for Low Emission Zones contract, published on 31st August 2026, couples street-level hardware with a centralised software platform for monitoring vehicle movements and managing messages in real time. It turns roadside signage into part of a wider, data-driven approach to traffic management and low-emission travel.

What the contract covers

The notice sets out a combined supply, installation, maintenance and software package across the territory of Sofia Municipality. At its core, the project brings together physical signs on key routes with a central control system.

It is commissioning an integrated system that can be supervised from a central point, with live data on how vehicles move through its streets and, in particular, its low emission zones.

Low emission zones move from policy to street level

The contract title places low emission zones at the heart of the programme. Rather than relying solely on static warning signs, the municipality plans to use electronic boards and variable message signs to inform drivers about restrictions and guide traffic flows around sensitive areas.

Variable message signs can be updated centrally, giving the authority scope to adjust what drivers see as regulations or traffic conditions change. That flexibility helps align on-street information with the rules that underpin low emission zones, and reduces the need to replace physical signs as policies evolve.

Other cities in Bulgaria are also reshaping how drivers encounter low emission rules. In April 2026, Plovdiv municipality launched its Directional Signs for Low Emission Zones contract to manufacture and deliver new road signs, with delivery and execution dependent on securing funding. That project focuses on conventional directional signage. Sofia is going further by pairing its low emission zones with electronic displays and a software layer that can react to real-world conditions.

Roadside equipment linked to control centres

Sofia’s emphasis on a centralised software system mirrors a clear trend in recent traffic-technology procurements: roadside equipment is increasingly tied into traffic control centres and integrated transport systems.

In March 2026, the City of Łódź published a Traffic Control System Equipment notice covering elements for its Area Traffic Control System and variable message signs. In April 2026, Kraków’s road authority followed with an Installation of Variable Message Signs tender that includes not only the purchase and installation of signs but also the infrastructure needed to integrate them with the public transport management system.

In May 2026, Gmina Wałbrzych issued a Variable Message Signs Installation contract for two new signs, complete with electrical and fibre-optic connections and software configuration to synchronise them with its Traffic Control and Video Monitoring Center. The coordinator of public transport in the Zlín Region went to market in June 2026 for Electronic Information Panels, specifying delivery, installation and commissioning of 33 panels across 13 municipalities, plus service and operational support for at least ten years.

Taken together, these notices show authorities looking for end-to-end systems: hardware, communications, software platforms, long-term maintenance and, increasingly, real-time data as a routine part of managing roads and public transport.

Smart mobility and infrastructure in Bulgaria

The Sofia Municipality project also sits within a broader wave of transport and infrastructure investment inside Bulgaria, where low-emission vehicles and intelligent control systems feature prominently in 2026 procurements.

Ruse municipality has gone to market for a Traffic Light System Upgrade, combining current repairs with an intelligent transport system for traffic management and monitoring at intersections to improve safety and efficiency. In the Vitosha district of Sofia, the district administration has tendered an Intelligent Management Solution for Street Lighting, covering energy-saving measures, automation of external lighting, and subsequent operation and maintenance.

Several municipalities and operators are expanding electric fleets. Dobrich municipality has published a Delivery of Electric Buses notice for six new electric low-floor buses, including warranty service, maintenance and staff training. Ecobus Plovdiv EOOD is procuring 20 buses and associated slow and fast charging stations under its Electric Buses and Charging Stations notice. In Varna, one contract covers an Electric Vehicle and Charging Station Procurement for social services, while another, issued by Gradski Transport EAD, focuses on Environmental Vehicles and Charging Stations to improve public transport and reduce pollution.

Supporting digital and energy infrastructure is also being upgraded. Sofia’s science and technology park is tendering an Integrated Access Control System for access and parking zone management, including new infrastructure, software deployment, integration and staff training. Elektrorazpredelitelni Mrezhi Zapad EAD has advertised a Low Voltage Network Reconstruction contract for new and upgraded power networks in districts of Sofia.

Against that backdrop, Sofia Municipality’s low emission zone signage project looks less like a standalone initiative and more like one element in a broader shift towards electric mobility, intelligent infrastructure and upgraded communications.

What to watch next

The success of the Signaling for Low Emission Zones project will hinge on how well the central software platform and roadside equipment work together in daily operation. Real-time visualisation of vehicle movements should give the municipality a clearer picture of how traffic responds to low emission zone boundaries and messaging.

Implementation choices, from the locations of boards and signs through to maintenance arrangements, will determine how visible and reliable the system becomes for residents and visitors. With other cities investing in similar combinations of variable message signs, traffic control systems and electric fleets, Sofia’s approach will be watched as an example of how low emission zones can be supported by intelligent, networked infrastructure.
