Same six months of European notices, 2023 vs 2026: buyers went from one scanner per lab to region-wide platforms with AI lots and open-API demands.

In July 2026 Cambridge University Hospitals published a market engagement notice for a digital pathology solution. It is 1,400 words long. It asks for a scanner fleet doing 400 slides an hour at 40x, an image management system with bidirectional Epic Beaker integration, an AI quality-control module running before slides reach the worklist, 1.2 petabytes of storage rising to 7 by year seven with UK data residency, image sharing without VPNs or bilateral setup, and an open, vendor-neutral API so that third-party AI algorithms can be added later “without proprietary marketplace lock-in”. It invites capital purchase, managed service, pay-per-scan and reagent-rental pricing side by side, and it welcomes consortia, SMEs and bids for individual components.
Three years earlier, the same search turns up notices like HUS Helsinki’s: one slide scanner for the dermatopathology laboratory, about 40,000 slides a year, must be compatible with the existing system and output DICOM.
That is the change, and it is written in the buyers’ own words. Award notices tell you who won and for how much. Contract notices and planning notices tell you what the buyer is trying to do. We asked Tenderlake Analyst to compare the same six months of European notices in 2023 and 2026, across all three notice types, then consolidated rows to buyers before counting.

The gap between award growth and notice growth is itself a finding: more of this market now transacts through frameworks, negotiated procedures and direct awards than through open competition. Row counts flatter the growth further. Aachen published thirteen notices for one laboratory building; a Romanian county published the same scanner award five times. Count notices and you get a story about publication habits. Count buyers and you get a story about the market.
Region Midtjylland wants fully digitised workflows across all three of its pathology departments and had to re-tender to get them. Two Finnish welfare areas are buying one system licence through their shared IT company. UNICANCER is buying for every French cancer centre in sixteen lots worth EUR 41.7 million. Cambridge is considering a joint procurement with the two other trusts in its network. NHS Wales is buying an All Wales managed service worth GBP 27 million. In 2023, network-scale buying existed, notably the East of England collaboration and the Basque and Castilla y León health services, but it was concentrated in two countries.
St Olavs requires its new scanner to integrate with its existing Philips PIPS system and support open standards for research use. Cambridge names Epic Beaker, HL7 and FHIR. The US Veterans Affairs names Oracle Health and VistA. In 2023 the equivalent line was “compatible with the existing system”.
UNICANCER Lot 13 is “artificial intelligence solutions for image analysis”. Halle’s Lot 2 is “AI-supported software modules on-premise” bolted onto the existing image management platform. Southampton bought Spotlight’s CE-IVD lymphoma triage tool and is integrating it ahead of pathologist review. Cambridge is not buying diagnostic algorithms yet, but is scoring platforms on whether they can take them from Paige, Ibex, Visiopharm or PathAI later. Aachen is surveying the market for a manufacturer-neutral platform to run the whole AI lifecycle, across scanner formats, for a nationwide research infrastructure. HealthTrust Europe’s new framework has PathAI, Aiforia, Mindpeak, Indica Labs and Proscia on it. In 2023 the same search finds AI as an aspiration on research instruments.
Fimlab wants its viewer “delivered as a SaaS solution”. Heidelberg signed a full-service rental. NHS Greater Glasgow and Clyde bought a managed service from Philips. Plymouth bought an end-to-end histopathology pathway with AI support and reporting from Inify Laboratories. Cambridge asks for four pricing models at once and a seven-year service commitment with parts guarantees and technology refresh.
Cambridge wants an open AI framework “without proprietary marketplace lock-in”. Aachen wants a platform that reads every scanner manufacturer’s proprietary format. In the same six months, a Finnish wellbeing area awarded a scanner to Philips without competition because only Philips produces iSyntax files and third-party scanners could not be validated after conversion; the Norwegian Veterinary Institute standardised on Hamamatsu because its “existing system is based on proprietary formats with limited interoperability”; Liverpool awarded Roche Vantage as the only platform compatible with the network’s LIMS design. The installed base is defending itself in the award notices while the next wave of buyers writes it out of the specification.
The 2023 winner list is instrument and IMS vendors. The 2026 list adds IT integrators (CGI, Indra, Ibermatica, Dedalus), pathology service companies (Inify, Diagnexia, Preventx) and AI specialists.
This is our reading, not the notices’. The buyer is specifying a platform and a seven-year relationship, not an instrument.
