The Department for Science, Innovation & Technology and the Department for Digital, Culture, Media and Sport have begun early market engagement on a shared satellite Earth observation service for the UK public sector, signalling plans to standardise how environmental and infrastructure data is bought, shared and used across government.

Shared satellite data for multiple public bodies

A prior information notice published on 9th September 2026, titled Earth Observation Services for Public Sector, sets out plans to procure satellite-derived Earth observation data and services for use across the UK public sector. The buyer description lists the Department for Science, Innovation & Technology / DCMS, while the notice text states that the Department for Digital, Culture, Media and Sport will lead the procurement.

The notice describes an intention to improve access to, and sharing of, satellite data between public bodies. It highlights two core aims:

  • procuring Earth observation data derived from satellites; and
  • securing related services to help public bodies use that data.

The data and services are expected to support applications including environmental monitoring and infrastructure management. In practice, that could range from tracking environmental change and land use to monitoring public assets and construction activity. Better access to consistent satellite data can also make it easier for public authorities to evidence progress against environmental and biodiversity commitments, and to respond more quickly to flooding, coastal erosion or other climate-related risks.

Although the notice does not yet define contract structure or technical specifications, it frames Earth observation as shared digital infrastructure rather than a series of one-off purchases. A common service can reduce duplication between departments and channel demand from multiple agencies through a shared commercial route.

Building on earlier engagement around AI and Earth observation

The new notice follows an earlier round of engagement on similar themes. In May 2026, the Department for Science, Innovation & Technology issued a separate prior information notice, Earth Observation Data Services Engagement, in which the Government Digital Service planned a second pre-market engagement session to refine technical requirements and gather feedback on satellite-derived Earth observation data and artificial intelligence capabilities for the UK public sector.

That May engagement underlined government interest in pairing satellite data with AI-driven analysis. It focused on understanding what the market could offer in terms of data access services and advanced analytics, and sought supplier input before drafting detailed requirements.

Seen together, the May and September notices point to a programme of work rather than an isolated procurement. One strand is about the technical and AI capabilities needed to extract insight from imagery. The other, set out in the latest notice, centres on securing the underlying satellite-derived data and associated services, and on making that resource easier to share across the public sector.

The combination of data and services indicates that value will attach not only to raw satellite imagery but also to the support that helps public servants interpret and apply it. The current notice remains at a high level, so later documents will need to spell out how responsibilities are divided between data provision, analysis and integration into existing systems.

Environmental compliance is a growing market for satellite data

The notice explicitly mentions environmental monitoring as a core use case. Across Europe, public bodies are already turning to satellite imagery to check compliance with environmental rules and to support biodiversity policy.

In March 2026, ELKE Panepistimiou Aigaiou issued a contract notice titled Satellite Images Supply Services. It sought pansharpened, high-definition satellite images as part of a project monitoring coastal zone compliance. That work shows how authorities use imagery to verify whether activity on the ground matches what permits and plans allow.

In April 2026, the Occitanie regional authority published Aerial Surveys and Data Services, a framework for high-resolution orthophotography, digital terrain models and data valuation services. And in May 2026, the European Maritime Safety Agency launched a contract notice for Satellite Images for Maritime Surveillance, covering the acquisition and processing of SAR satellite data and very high-resolution optical satellite data.

These examples sit alongside a series of marine and climate data procurements at EU level. In July 2026, the European Climate, Infrastructure and Environment Executive Agency published a call for a Global Marine Data Service to strengthen the European Marine Observation and Data Network and maintain free access to ocean data. The European Environment Agency, in May 2026, issued a notice on Digital Capabilities and Geospatial Services that focuses on better data governance, modernised data systems and the integration of advanced analytics and AI.

The Department for Science, Innovation & Technology / DCMS Earth observation initiative fits squarely within this pattern. Rather than treating satellite imagery as a niche technical product, public bodies are starting to regard it as core evidence for environmental policy, infrastructure planning and regulatory enforcement.

Part of a wider shift towards data platforms and geospatial services

The new notice is not only about space; it is also about the way government handles data more broadly. Other recent procurements show different parts of the public sector investing in shared data and analytics capacity.

In May 2026, the Department for Education launched a prior information notice on Collaboration for Educational Software, inviting multiple suppliers to work on projects that improve data interoperability and generate better insight into pupil learning and progress. Later that month, The Crown Estate began supplier engagement for a future Digital Aerial Survey to support its Leasing Round 6 Ecological Surveys Programme, focusing on technical, commercial and legal structures for large-scale ecological data collection.

Health and mapping organisations are moving in the same direction. In June 2026, NHS England signalled plans for Operational Excellence Technology Services to support digital, data and analytics initiatives aligned with national health priorities. In August 2026, Ordnance Survey issued a contract notice for a Technology and Data Services Framework, seeking suppliers across geospatial applications, software development, testing and artificial intelligence.

Beyond the UK, data infrastructure is also a focus. In August 2026, UAB ILTE went to market for Cloud Data Services, covering public cloud data collection, storage and processing alongside consulting. And in July 2026, the Institut Cartogràfic i Geològic de Catalunya published its framework for the Approval of Earth Observation Services, selecting companies to deliver services and pilot tests using satellite Earth observation data under the Catalunya Espai 2030 Strategy.

Together, these procurements point towards a model in which specialised data, whether from satellites, aerial surveys or administrative systems, is organised into shared services and platforms. The Department for Science, Innovation & Technology / DCMS initiative appears designed to bring Earth observation firmly into that shared services landscape.

A crowded global market for commercial satellite data

The UK move also comes amid intense international activity around commercial satellite data. Public agencies worldwide are exploring how to blend free public missions with bought-in imagery and services.

In July 2026, NASA published a prior information notice for NASA Satellite Data Acquisition. It sets out requirements for acquiring and evaluating commercial satellite data to enhance the Landsat terrestrial record and support the Sustainable Land Imaging Commercialization Project. The goal is to extend a long-running public data record with higher-resolution and more frequent commercial imagery.

Defence and security organisations are active buyers too. In April 2026, the Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr issued a contract notice for Commercial Data for Space Surveillance, focusing on tracking objects in higher Earth orbits and assessing threats to national space assets. Earlier, in March 2026, the UK Ministry of Defence opened market engagement on its NOCTIS-2 Market Engagement space surveillance project, while in April 2026 the UK Space Agency announced plans to procure a Sovereign Space Surveillance Radar in the Southern Hemisphere.

Taken together, these civil and defence procurements illustrate how commercial satellite data has become part of routine operations, from environmental management to space safety. Any central UK public sector arrangement for Earth observation will need to find its place within that wider, fast-moving market.

What to watch next

The current Earth Observation Services for Public Sector notice is still at the prior information stage, so key details on scope, contract structure and governance are yet to emerge. For now, it signals intent rather than setting firm requirements.

Several issues will be worth tracking as the work progresses:

  • how far the service is centralised, and which public bodies are able to access it;
  • whether the focus rests mainly on core imagery provision or extends to analytics, training and integration services;
  • how licensing, data sharing and security are handled, given the range of public sector users; and
  • the extent to which the procurement connects with wider government programmes on AI, cloud hosting and data standards.

As more information appears, suppliers in the space, geospatial, cloud and analytics sectors will be watching for clues about volumes, technical standards and the balance between commodity data supply and higher-value specialist services. For public bodies, the outcome will determine how easily they can draw on satellite data to support environmental monitoring, infrastructure management and other operational decisions in the years ahead.
