HUS-yhtymä (HUS Group) is setting up a dynamic supplier register for consulting and procurement services across seven categories, including health care and ICT, signalling a more systematic approach to external expertise in complex public tenders.

Seven service categories spanning care and ICT

Published on 11th December 2025, HUS Group's contract notice sets out plans to create a dynamic supplier register for services to support its public tenders. The register is designed for consulting and procurement services, with suppliers organised into seven categories that include health care and ICT services.

In practice, the register will act as a structured pool of experts that the group can draw on when preparing and delivering public tenders under those categories. Instead of commissioning external support case by case, procurement and service teams will be able to invite pre-qualified advisers in a more consistent way.

The categories are likely to mirror HUS Group's main areas of spend, with at least two - health care and ICT services - identified in the notice. That structure should make it easier to match advisers to complex clinical service procurements on the one hand and technical ICT projects on the other.

The notice also refers to specific application timelines and limitations linked to experts. Suppliers will therefore need to pay careful attention to when they can seek admission to the register and how many or what type of experts they are able to put forward under each category. Those constraints suggest HUS Group wants to balance openness to the market with control over capacity and quality, rather than leaving the register completely unconstrained.

Using dynamic registers to strengthen strategic sourcing

For any public buyer with multiple service areas, strategic sourcing is as much about process as price. By concentrating its consulting and procurement support into a single dynamic supplier register, HUS Group is laying the groundwork for more consistent approaches across its important tenders.

A dynamic register can sit at the heart of category management. Each of the seven categories can have its own pool of specialists, documentation and performance history, while still being governed by common rules. That makes it easier to compare approaches across categories and to transfer lessons from, for example, ICT systems procurements into health care service tenders.

Other buyers have followed a similar route this year. In June 2025, Kolumbus AS set up a Consultancy Services for Logistics dynamic purchasing system, covering consultancy services, project management and assistance in procurements and logistics. Also in June 2025, Registerenheten i Brønnøysund launched an Operative Assistance for Procurements system to bring in external help in implementing public procurements alongside its central procurement team.

In July 2025, FORSVARSMATERIELL went to market with a Dynamic Purchasing System for Consultancy aimed at meeting evolving consultancy needs in defence-sector procurements. And in August 2025, the Ministry of the Interior, under its Consulting Services for ICT and Procurement notice, sought flexible professional support for managing ICT systems and public procurement, divided into economic, ICT and public procurement consulting.

Environmental and nature management authorities are also using such tools. In November 2025, Styrelsen for Grøn Arealomlægning og Vandmiljø opened a Dynamic Procurement for Consultancy Services system linked to the National Monitoring Program for Water Environment and Nature (NOVANA), spanning 28 categories for marine, lake, river and nature monitoring tasks.

Taken together, these initiatives underline a shift towards treating procurement expertise itself as a strategic category. HUS Group's new register fits into that pattern, but with a particular emphasis on the interplay between health care and ICT.

Dynamic systems embedded in health and care

The decision to create a specialist register for consulting support also reflects how dynamic procurement tools are spreading through health and social care.

In August 2025, Keski-Uudenmaan hyvinvointialue launched a dynamic system for Housing Services for Rehabilitation Clients, covering housing and related services for people needing support due to substance use or mental health issues, including temporary shelter, social rehabilitation and professional support.

Several wellbeing areas have taken a dynamic approach to clinical and support services. In September 2025, Itä-Uudenmaan hyvinvointialue created a Dynamic Procurement for Rehabilitation Aids system for medical rehabilitation aids and related services, with suppliers able to apply and bid across multiple categories. In November 2025, Länsi-Uudenmaan hyvinvointialue reopened its Supplier Register for Dental Care Services for basic dental care purchase services.

Dynamic procurement is also supporting medical staffing and specialist care. In October 2025, Satakunnan hyvinvointialue established a Medical Services Procurement system to source doctors for both remote and on-site services. Later, in November 2025, Pohjois-Pohjanmaan hyvinvointialue published its Specialized Medical Care Services notice, covering somatic specialised medical services, including surgical procedures and specialised inpatient care.

Alongside these clinical systems, the July 2025 initiative from Københavns Kommune's health and care administration to re-establish a dynamic purchasing system for IT Consulting Services for Healthcare shows how digital and advisory support are being grouped within similar tools. HUS Group's register sits at this intersection of clinical, social and digital procurement.

Implications for suppliers and what to watch next

For consulting firms and procurement specialists, admission to HUS Group's dynamic supplier register could open up a steady flow of opportunities across health care and ICT-related tenders. But the presence of defined application timelines and expert-related limitations means suppliers will need to be organised: tracking when categories are open, understanding how experts are assessed, and aligning bids to each category's scope.

Experience from other dynamic procurement systems suggests that design choices now will shape the market later. In September 2025, HALMSTADS KOMMUN's Dynamic Purchasing System for Consultants in the community-building field was set up to allow continuous application submissions, making it easier for new technical consultants to join over time. In December 2025, Københavns Kommune's technical and environmental administration established a Dynamic Purchasing System for Vehicles with open inclusion for economic operators throughout its duration, again favouring a rolling market-entry model.

By contrast, HUS Group's emphasis on specific application timelines hints at a more staged approach. That may help its procurement team to manage evaluation workloads and ensure transparent selection of experts, but it could also mean that suppliers who miss a window must wait before re-applying.

Internally, the register has the potential to bring greater coherence to how different departments commission advice on major procurements. If used consistently, it could give the central procurement function a clearer view of which categories rely most heavily on external expertise, how that support performs, and where to build more capability in-house.

The next test will be how the seven categories are defined in detail and how the group uses the register in its first competitions under the system. Observers of public procurement reform will be watching to see whether this dynamic supplier register leads to faster, more consistent and more strategic tenders - and whether other public bodies follow with similar registers for their own consulting and procurement needs.
