The Contracting Authority is implementing 2 energy efficiency projects for residential buildings in Hunedoara Municipality by lots:
LOT no. 1 – Energy Efficiency of Residential Buildings in Hunedoara Municipality Bl. CM4, str. 22 Decembrie, nr. 1”, based on financing contract no. 344/13.02.2026, concluded with the Regional Development Agency of the West Region, as Management Authority for the Regional West Program 2021-2027 (AM PR Vest).
LOT no. 2– Energy Efficiency of Residential Buildings in Hunedoara Municipality Bl. K6, Str. Runcului, Nr. 1”, based on financing contract no. 343/13.02.2026, concluded with the Regional Development Agency of the West Region, as Management Authority for the Regional West Program 2021-2027 (AM PR Vest).
In this regard, the Contracting Authority seeks to contract a specialized Contractor in executing efficiency works, who possesses the technical capacity to implement and achieve the results and objectives committed through the financing contracts, for each lot.
For the execution of the works, the assignment documentation provides bidders with:

- Construction Authorization no. 15 dated 11.02.2025
The investment envisaged under the project "Energy Efficiency of Residential Buildings in Hunedoara Municipality - bl. CM4, str. 22 Decembrie, nr. 1" will be carried out at the residential block located at the address: 22 Decembrie, nr. 1, Loc. Hunedoara, Jud. Hunedoara. The residential block is part of the Unirea Owners' Association, Str. 22 Decembrie nr. 1, bl CM4;
The land for the investment is located within the intravilan of Hunedoara with CF no. 2064/94. The block was built in 1962 and has a height regime of P+9 E +ET, seismic risk class III.

- Technical Project no. 4 /2024 developed by SC NOVOLUTION SRL .
- Construction Authorization no. 7 dated 29.01.2025.
The investment under the project "Energy Efficiency of Residential Buildings in Hunedoara Municipality- BL. K6, STR. RUNCULUI, NR. 1" will be carried out at the residential block located at the address: STR. RUNCULUI, NR. 1, Loc. Hunedoara, Jud. Hunedoara. The residential block is part of the KAPPA Hunedoara Owners' Association, Str. Runcului nr. 1, bl. K6,
The land for the investment is located within the intravilan of Hunedoara having Topographic No.: 2170/180 and CF no. 60674-C1.
The block was built in 1964 and has a height regime of P+9 E +ET, seismic risk class III.
According to the provisions of art. 161 para. (1) of Law 98/2016, with subsequent amendments and completions, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information regarding the assignment documentation is 20 days before the deadline for submitting offers.
According to the provisions of art. 161 para. (2) of Law no. 98/2016 with subsequent amendments and completions, the Contracting Authority sets the deadline by which it will respond to all clarification requests/additional information as the 10th day before the deadline for submitting offers.

LOT 1: Energy Efficiency of Residential Buildings in Hunedoara Municipality Bl. CM4, str. 22 Decembrie, nr. 1- Hunedoara:
Through the public procurement, the Contracting Authority aims to award the work contract, in correlation with the specific objectives of the project.
LOT no. 1: Energy Efficiency of Residential Buildings in Hunedoara Municipality Bl. CM4, str. 22 Decembrie, nr. 1- Hunedoara
By realizing this investment within the project “Energy Efficiency of Residential Buildings in Hunedoara Municipality - bl. CM4, str. 22 Decembrie, nr. 1”, the aim is to increase the energy efficiency of the residential block on 22 Decembrie Street no. 1, in Hunedoara Municipality by applying measures to increase energy efficiency to reduce primary energy consumption and CO2 emissions, while also improving comfort in living spaces and significantly reducing administrative costs.
GENERAL DESCRIPTION OF THE WORKS
A. THERMAL REHABILITATION WORKS OF THE BUILDING ENVELOPE ELEMENTS
THERMAL INSULATION OF THE FACADE – OPAQUE PART:
Insulating exterior walls
Thermal insulation of the building’s base with a thermal insulation system
Thermal insulation of the slab above the last level, with a thermal insulation system
Thermal insulation of the slab above the basement
Thermal insulation at the walls and ceilings common with the apartments, in the access area to the stairwell
Closing balconies and/or loggias with insulating joinery, including thermal insulation of the parapets.
Thermal insulation of the balcony/loggia parapets – opaque part, with an exterior placed thermal insulation system with a thickness of 15 cm;
Thermal insulation of the exterior slab pertaining to the console elements, with a thermal insulation system with a thermal insulation thickness of 15 cm.
√ Thermal insulation of balconies/loggias will also include insulation of the underside slab in contact with the exterior pertaining to the balconies/loggias, with an identical thermal system to be used for the facade.
√ Thermal insulation of columns and beams supporting the entrance canopy, with extruded polystyrene thermal insulation, 10cm thick, including protecting beams with a galvanized steel sheet apron painted electrostatically, with water drainage of 2% towards the canopy.
√ Waterproofing the canopy with two bituminous membranes with slate protection and decorative plaster finish, water collection will be done through a gutter mounted at the front and two downspouts.

THERMAL INSULATION OF THE FACADE – GLAZED PART:
Replacing existing joinery, including the joinery of the stairwell and technical floor, with energy-performing joinery with the following characteristics:
Solution for exterior joinery for apartment windows, loggias/balconies, stairwell, technical floor: PVC insulating joinery, five-chamber equipped, with devices/slots/grills for ventilating occupied spaces and avoiding condensation on interior envelope elements.
Solution for exterior joinery for the courtyard light skylight:
Aluminum insulating joinery, with thermal bridge break and exterior sill:
Installing interior joinery (access doors and windows) towards unheated or insufficiently heated spaces.
Proposed replacement of interior joinery (access doors and windows) towards unheated or insufficiently heated spaces with energy-efficient PVC joinery with sill, with the following characteristics:
B. Carrying out intervention works for the purpose of achieving natural ventilation in occupied spaces.
C. Improving / modernizing the building’s technical systems Installation and mounting of alternative energy production systems - photovoltaic panels
D. Rehabilitation/modernization works of lighting installations in buildings
Replacing fluorescent and incandescent lighting fixtures in common areas with high-energy efficiency and long-life lighting fixtures, pertaining to the common parts of the residential block.
E. COMPLEMENTARY INVESTMENT-TYPE MEASURES NECESSARY FOR THE FUNCTIONALITY ASSURANCE OF THE INVESTMENT noting that the works are described in the technical project, annexed to the assignment documentation.
The work execution term is 12 months
The minimum contract duration (including work warranty) is 48 months and includes all necessary stages for the finalization of the investment objective until the final reception of the works, respectively: 12 months execution + 36 months, minimum warranty period.
Note!
In the case of the winning bidder granting an extended warranty longer than 3 years, the contract duration will increase accordingly.
The activities subject to this procurement are: - ”Execution of works (including equipment procurement and their installation) at the investment objective on 22 Decembrie Street no. 1, Residential Block CM4 within the project "Energy Efficiency of Residential Buildings in Hunedoara Municipality - bl. CM4, str. 22 Decembrie, nr. 1", according to the technical solutions established in the technical documentation realized according to the provisions of HG no. 907/2016.
