Components of the water supply network monitoring system The subject of the order is the supply and installation of components of the water supply network monitoring system (battery-powered electromagnetic flowmeter PN10 - 18 pcs, recorder with equipment - 18 sets, piezoresistive pressure sensor - 18 pcs) in measurement chambers on the water supply network, located in the city of Konin. A detailed description of the subject of the order is specified in point III of the Terms of Reference. Category: Supply / Other supplies CPV: 38420000-5 Instruments for measuring the flow, level, and pressure of liquids and gases, 51210000-7 Installation services of measuring devices, 80531200-7 Technical training services Place of performance: Konin, Wielkopolskie Voivodeship Warranty period: min. 36 months - max. 60 months (offer evaluation criterion) Completion date: … – 2026-12-30 Completion date: … – 2027-11-30 Offer evaluation criteria: - Offer price - 80% Offer price (C) - in this criterion, the bidder who proposes the lowest gross offer price among the other offers not subject to rejection will receive a maximum of 80 points; other offers will receive proportionally fewer points. - Length of warranty and guarantee period (GiR) - 20% In this criterion, the bidder who proposes the longest warranty and guarantee period among the other offers not subject to rejection will receive a maximum of 20 points; other offers will receive proportionally fewer points.
Conditions of participation: - Economic and financial situation: The Contractor applying for the award of the contract is obliged to demonstrate that they have funds or creditworthiness of at least PLN 400,000.00 (in words: four hundred thousand zlotys) - according to Annex No. 2 to the Terms of Reference. - Knowledge and experience: Contractors who demonstrate professional experience guaranteeing proper performance of the subject of the contract may apply for the award, i.e., in the last three years prior to the deadline for submission of tenders, or if the period of business activity is shorter - in that period: completed one delivery of water supply network monitoring components (including measuring points) with a value of at least PLN 400,000 gross (in words: four hundred thousand zlotys gross) - according to Annexes No. 2 and 3 to the Terms of Reference. - List of required documents/declarations: A complete offer must include the following declarations and documents: 1) completed offer form – in accordance with the template constituting Annex No. 1 to the Terms of Reference; 3) declarations referred to in point VII of the Terms of Reference – in accordance with the templates constituting Annexes No. 2, 3, 4, 5 to the Terms of Reference; 4) appropriate powers of attorney (original or a copy certified as true copy with the original by the principal or a notary) - in case of signing the offer and certification of copies of documents by a person not listed in the Contractor's registration document (register) or in case of Contractors jointly applying for the contract; 5) commitment of the entity providing resources (Annex No. 7) – if applicable; 6) if the Contractor uses the resources of another entity in terms of technical or professional capacity or financial or economic situation, this entity should attach to the Contractor's offer a declaration of meeting the participation conditions in the proceedings, to the extent the Contractor refers to its resources (in accordance with Annex No. 2 to the Terms of Reference) and confirming the absence of grounds for exclusion of that entity (in accordance with Annex No. 4 to the Terms of Reference), commitment to provide resources to the contractor as well as an additional declaration concerning the grounds for exclusion referred to in point VI of the Terms of Reference - according to the template constituting Annex No. 6 (if applicable); 7) declaration of affiliation to a capital group (Annex No. 8).
Furthermore, the Contracting Authority requires the following declarations or documents confirming the circumstances referred to in points V and VI of the Terms of Reference to be attached to the offer: 1) bank or credit union information confirming the amount of funds or the Contractor’s creditworthiness, dated no earlier than 3 months before the deadline for submission of tenders; 2) list of deliveries made in the last 3 years, or if the business period is shorter – in that period, including their value, subject, execution dates, and entities for which the deliveries were made, along with evidence defining whether these deliveries were made properly, which may be references or other documents prepared by the entity for which the deliveries were made, or if, due to reasons beyond the Contractor's control, these documents cannot be obtained – the Contractor’s statement (Annex No. 3 to the Terms of Reference). - Additional participation conditions: According to the provisions in the Terms of Reference.
