The subject of this tender is the conclusion of a framework agreement for comprehensive services in the field of AI software development for govdigital eG and its members. The goal is the methodical and technical support in the conception, development, integration, and quality assurance of AI-supported software solutions as well as generative AI components in the inter-federal context of public administration. Orders will be called off flexibly over a maximum period of 48 months.

gd.AI Development Services.
The provision of services takes place within the framework of individual call-offs based on a modified EVB-IT framework agreement. The estimated, non-binding contract volume over the four-year total period amounts to 56,400 person-days. The framework agreement is capped at 150% of the awarded total contract value. The services to be provided include requirements analysis, development and integration of AI models, as well as ensuring regulatory compliance. Personnel will be provided in the role categories Junior, Senior, and Manager for the following profiles: - Business Analyst: Professional conception, requirements analysis for AI systems and process design - AI Developer: Technical implementation, connection of external AI services/APIs, integration of generative AI (e.g., LLMs), and process automation. - AI Architect: Design of AI system architectures, technology selection, and infrastructure integration. - AI Tester: Quality assurance and test automation for complex AI-supported systems - GRC Risk & Compliance Manager: Conducting AI risk analyses and assessments (e.g., according to the EU AI Act), conformity assessments, and data protection audits. Special requirements: - Mandatory submission of a coherent knowledge management and qualification concept, which will become a contractual component free of charge. - The personnel employed must necessarily have German language skills (level C1) and English language skills (level B2) as well as demonstrate readiness for security clearance level Ü2 (§ 9 SÜG) and commitment under the Act on Obligations (VerpflG). - Service provision can be either remote within Germany or on-site at the nationwide locations of govdigital members.
