The Government of Burundi has obtained a grant from the World Bank to finance the "Support Project for the Foundations of the Digital Economy" (PAFEN) amounting to a total of 92 million US dollars, including additional financing for the modernization of public financial management (PFM). It is planned that part of the resources will be used to finance the recruitment of an international consultant to strengthen the capacities of ministries on the optimization of the implementation of performance indicators.



The Government of the Republic of Burundi has been committed for several years to a broad program of public financial reforms. These reforms have been reflected in the adoption of the law of December 4, 2008, revised on June 20, 2022, concerning organic law relating to public finances (LOFIP) which sets the new financial and accounting framework of the State. The new legal framework institutionalizes program-based budget management (program budget) instead of input-based budgeting, resulting in a management logic focused on achieving results.



The performance of budget programs is measured by the achievement of previously set objectives. A program is thus assigned specific objectives defined based on general interest purposes and expected results. These objectives are accompanied by indicators for measuring results. This approach effectively engages the action of the State in a performance-driven logic.



The concept of the Annual Performance Project (PAP) came with the beginning of the budget preparation in program mode, which is part of the larger endeavor of the Burundian Government to modernize public financial management. Since the introduction of this concept, budgeting within various ministries has been accompanied by an Annual Performance Project (PAP).



The PAP aims to inform Parliament about the expected performance of programs as well as to formalize the request for resource allocation (credits and jobs). They are consolidated by ministry and notably show all the resources allocated to a ministerial public policy as well as the related performance indicators and their targets. For the 2024/2025 budgetary exercise, all ministries have developed their PAP with the support of IMF experts. However, as of now, the implementation of performance indicators by the ministries is still not optimal. Specifically, there is a lack of tools to measure these indicators. Furthermore, the concerned ministry teams are finding it challenging to identify the appropriate indicators and their targets.



In the execution of his mission, the consultant will produce deliverables such as the mapping of indicators linked to the strategic and operational objectives of budgetary programs and actions by ministry, an inventory of dashboards for the monitoring and evaluation of the implementation of performance indicators, develop a redeployment plan for the management controller and the related tools (guides), develop training modules and all necessary tools and then train the actors involved in budget management.



The duration of the mission is set at one year divided into two phases:




  • the production of tools for the implementation of performance indicators, training in their use, and preparation of the indicators with these new tools, in collaboration with the beneficiaries. This phase lasts four months, and the consultant must be on-site in Bujumbura.




  • The support for the evaluation of performance with the tools put in place by the consultant. This phase will last two months and will begin at the request of the beneficiary, after the end of the budget year. During this phase, the consultant must be on-site in Bujumbura.

The Project Management Unit PAFEN invites any eligible individual consultant interested in this mission and having confirmed experience in the field of the mission to express their interest in providing the above-described services by supplying the following information: a cover letter and a resume detailing the Consultant's qualifications, experiences or missions completed, similar references, attaching any other documentary evidence of his qualifications and experience.



Profile and Qualifications of the Consultant



The consultant must:




  • Hold a master’s degree in political economy, economics, public finance, planning, monitoring-evaluation, or any similar field;

  • Provide documents attesting to at least 5 years of experience in public financial analysis (preparation, execution, and budgetary control focused on results);

  • Have a solid knowledge and understanding of public financial management instruments and reforms with at least 5 years of experience;

  • Have at least 10 years of experience in monitoring and evaluating budget performance;

  • Have at least 5 years of experience in planning and managing public projects in program-budget mode;

  • Strong appreciation and past experience in planning and budgeting;

  • Proven experience in the digital transformation of public sector performance management;

  • Demonstrated experience in capacity building in similar contexts;

  • Strong knowledge of public financial management reforms and digital tools.

An individual consultant will be selected in accordance with the procedures defined in the Procurement Regulations for Borrowers Seeking Investment Project Financing (IPF), November 2020 edition.
