The subject of this procurement is the conclusion of a framework agreement for comprehensive services in the field of AI software development for govdigital eG and its members. The goal is the methodical and technical support in the conception, development, integration, and quality assurance of AI-supported software solutions as well as generative AI components in the interfederal context of public administration. Calls will be made flexibly over a maximum period of 48 months.

gd.AI Development Services.
The service provision will be made within the framework of individual calls based on a modified EVB-IT framework agreement. The estimated, non-binding contract volume over the four-year total term amounts to 56,400 person-days. The framework agreement is capped at a maximum of 150% of the awarded total contract value. The services to be provided include requirements analysis, development and integration of AI models, as well as ensuring compliance with regulatory requirements. Personnel will be provided in the role levels Junior, Senior, and Manager for the following profiles: - Business Analyst: Functional conception, requirements analysis for AI systems, and process design - AI Developer: Technical implementation, connection of external AI services/APIs, integration of generative AI (e.g., LLMs), and process automation. - AI Architect: Design of AI system architectures, technology selection, and infrastructure integration. - AI Tester: Quality assurance and test automation for complex, AI-supported systems - GRC Risk & Compliance Manager: Conducting AI risk analyses and assessments (e.g., according to the EU AI Act), conformity assessments, and data protection audits. Special requirements: - Binding submission of a coherent knowledge management and qualification concept, which will become part of the contract free of charge. - The personnel deployed must have mandatory German language skills (level C1) and English language skills (level B2) as well as demonstrate willingness to undergo security clearance level Ü2 (§ 9 Security Clearance Act) and to commit according to the Commitment Act (VerpflG). - The service can be provided either remotely within Germany or on-site at the nationwide locations of govdigital members.
