The Finnish Transport Infrastructure Agency seeks to enhance the Electric Power Quality Measurement Service for the Overhead Contact System to monitor and analyze electrical power quality in the railway network, supporting maintenance and investment decisions.

MARKET DIALOGUE

The market dialogue concerns the preparation of an Electric Power Quality Measurement Service for the Overhead Contact System, intended for the Finnish Transport Infrastructure Agency (Väylävirasto). The measurement service will start on 1 July 2027, with a contract term of 3 years including an option for an additional 2 years.

BACKGROUND AND OBJECTIVES

The Electric Power Quality Measurement Service for the overhead contact system provides the network operator (hereinafter the Purchaser) with the capability to investigate phenomena related to electrical power quality in the railway electrification network, to determine the root causes of faults or breakdowns caused by such phenomena, and to utilize the information produced by the power quality measurements to support maintenance and investment decisions. Measurement data and analyses obtained from the service are used, among other things, to monitor the operation of harmonic filters at feeding substations.

In addition to the Purchaser's electrical equipment, railway companies’ rolling stock is connected to the overhead contact system. The nominal voltage of the overhead contact network is 25 kV, and it is supplied from the 110 kV electrical network via feeding substations.

As part of improving the reliability of the electrified railway network and maintaining the overhead line, the Finnish Transport Infrastructure Agency needs to develop the measurement network for power quality monitoring of the overhead contact system, so that disturbances, faults, and damages occurring in various parts of the network can be more effectively studied, located, and understood. Based on power quality measurement data, these phenomena can be analyzed and inferred more efficiently and accurately.

The power quality measurement service enables analysis of electrified railway system power quality measurements and implementation of temporary portable power quality measurements according to the needs of Väylävirasto. Reports and data produced by the service are utilized as part of maintenance and development of network reliability.

The power quality measurement service includes the following tasks:

• Remote reading and reporting of results of the Purchaser’s permanently installed power quality measurement devices to a service accessible to the Purchaser, where backups are kept
• Production of a remote reading and reporting service compatible with the Purchaser’s measurement devices
• User support and guidance for the remote reading and reporting service
• Annually approximately five (5) power quality measurements, including installation and removal of meters at measurement locations designated by the Purchaser, using either Purchaser-owned or Supplier-rented portable measurement devices, with remote reading and reporting of these measurements in the same manner as with the Purchaser’s permanently installed meters. Currently, 10 meters are in use, each measuring a variety of quantities and values
• Acquisition and installation of mobile routers (at least 4G) also for the Purchaser’s permanently installed power quality measurement devices
• Analysis of measurement results and preparation of a written report covering the measurement period
• Delivery of written reports to the Purchaser’s project bank.

PRELIMINARY SCHEDULE

The Purchaser’s target schedule for market dialogue and procurement implementation is:

- Market dialogue in October 2026
- Publication of request for proposals in November 2026
- Evaluation of bids from February to March 2027
- Procurement decision and continuation in April 2027

The prior information notice includes an invitation to a market dialogue, where all interested suppliers have an opportunity to engage in a technical dialogue regarding the procurement with the Finnish Transport Infrastructure Agency. The purpose of the technical dialogue is to discuss the procurement subject and its definition at a general level. The technical dialogue does not bind the Finnish Transport Infrastructure Agency to carry out the procurement. Nor does it bind any supplier to participate in a potential tender competition.

The technical dialogue will be arranged through commenting on draft versions of the tender documents and answers to questions related to the procurement. The preliminary date for providing draft versions and questions is 1 October 2026. The Purchaser allows for approximately three weeks for comments (weeks 41-43).
